JOINT'MEETING Park Board. Park Board expressed their dissatisfaction .regarding lack of response or direction from Council. Chairman Hanneman stated:copies of.Park`Board minutes were sent to .Council'and they had expected some response or feedback. City Administrator outlined Boarddutiesas stated in Tigard Municipal Code and, also reported'the shelter at Cook Park had been repaired. To improve comununications, staff will mail Chairman of Board copies of Council minutes and schedule semi- annual meetings as well as any requested special meetings. The Park Board "emphasized the need,for money to operate a park program and Suggested City Council consider their recommendation to add a surcharge to all residential' building permits. Council suggested NPO Groups, Park Board,;Planning Commission and City staff work together to develop more specific recommendations and ,report:.back to Council. 2. DESIGN REVIEW ORDINANCE Dick Bolen,_.City Planner showed slides to illustrate benefits of design review ordinance and :Planning Commissioner:'Rob Ball' discussed }esitn-the'various. - aspects of the design review ordinance. Council and staff' discussed combining the design review and site review:ordinance 'as well as having the:design review commission hear all sign code appeals. Concensus'of Council was that the two boards and/or ordinances be merged; membership of boar.i remain as stated in proposed ordinance. Council directed City Attorney to prepare ordinance and include recommended corrections and additions. 3. MOTOR VEHICLE CODE City.Attorney reported the proposed ordinance amended the City's code to conform with new state legislation. Council.concurred:and matter will be on next Council agenda. 4. SUBDIVISION CODE City Attorney stated the proposed ordinance amended the City's code to conform with new state legislation. Before adoption,proposed ordinance will have to go before Planning Commission and City Council for public hearings. 5. HEARING PROCEDURES .. Council discussed ordinance andrecommended miscellaneous changes. Prior to adoption, proposed ordinance will go before Planning Commission and City Council for public hearings. 6. MAJOR AND MINOR LAND PARTITION ORDINANCE Council reviewed and recommended Planning Commission have an opportunity to review and make recommendations including the holding of necessary hearings. r ig 7. 1OTHER BUSINESS A. Councilman Paterson called staff's attention to sewer permit allocation with respect to Mr. D. K..Ferry.`...Through a misunderst:anding, he did no ` get his application in on time and when the moratorium is`lifted he should be included in new allocation. "Councilman Paterson also requested information on City employees. Council concurred in this recommendation. B. City Administrator called attention to letter from Legislative Interim ` Committee with respect to City resolutions regarding annexation and L.I.D.'s presented at League of'Oregon'-Cities. 8.
