Overlay Program: Director of Public Services and Facilities discussedstreet Overlay or maintenance program and stated City.:has spent $15,000. each year for overlay. City might wish to overlay all streets within the City, on a five year program. b. Reconstruction: Director of Public Services and Facilities stated engineering hasbeenordered on .some streets where reconstruction is appropriate. Streets under consideration are:.`Burnham, -Commercial, Hunrikcr, Scoffins,_Tiedeman and Walnut. C. Pedestrian& Bicycle Safety: City Planner recommended using school district's priorities for Pedestrian and 'bike paths. Development of program inside the City wo�r-i,include approximately ,9,900 feet.@ $1.50. or $15,000 d. New Construction: Director of Public Services & Facilities suggested construction of Ash Street Bridge or future improvallent of Gaarde.Street-intersection. e. Collector' Street Circulation: ReconunendaLion was made City adopt assessment: policy for improvement of streets in:excess of residential' street requirements. Planning Commission isstudying problem of defining streets and assessment methods for residential and commercial collector streets as well as other ramifications of a streets policy. Circulation P patterns of City should be improved. 2. Parks and Recreation a. Greenway:- Neighborhood andCommunityParks: City Planner reported proposed greenway system would contain approximately 27 acres at an estimated cost of $75,000 - $100,000. Estimated acquisition cost for neighborhood .parks is approximately $8,000 per acre plusdevelopment costs of $16,000. Possibilities for neighborhood park acreage totaled 55 acres, for parks containing from 5-8 acres. Total estimated costs of park and greenway system; approximately one and one-half million dollars. City Planner also recommended consideration be given to development of a recreation program in conjunction with school district. 3. Library Site a. Librarian suggested use of Fowler site for new library facilities and as an alternate siterecommended aparcel of land containing 6.60 acres on S.W. Burnham near S.W. Main; estimated cost of alternate site $80,000. Third ranked site would be old post office building at S.W. Main and Burnham. City Librarian reported various organizations and associations were interested in assisting with building fund, if City selected and purchased the site. Council Study session -2- sober 29, 1973 4. Financing a. City Recorder reported remaining general fund assets from sewer plant repayment contract, purchase price plus interest, totaled approximately. $437,937." Revenues, from state gas tax, which can be used for park and streets only, totals approximately $109,697 per year. Unappropriated revenue sharing funds under the five year program totals $243,597. Recorder suggested-fourthrevenuesourcewould be serial levy,orl>sell bonds'based on . new revenue source. Presentation summarized by City Administrator'who stated consideration of priorities should include projects that would strengthen Tigard as a City,.. The City boundaries cause stumbling blocks for many, of the;proposed projects. Overall priorities would be annexation; the City bethe agency to provide water and fire service; and the strengthening of sanitary sewer.'service function, City Administrator recommended Council solicit from`.various committees,..boards and civic groups in City, their desires as to projects and programs. :After written recommendations have been presented to Council, spokesman for organizations could discuss programs with Council at study sessions. Council would like to have - several more informal priority discussions and scheduled 'November.19, 1973 for the next such session. B. Annexation Councilman Pateison suggested annexation would be the first step to get our house in good order'before tackling priorities. City Attorney :elaborated on his .'memorandum regarding island annexation. .City Attorney's memo indicated if BRC .'approves island annexation it is not subject`to referendum, however, BRC has the option of referring the matter to the: people for a vote. Councilman Moore and :-Cook recommended City:Attorney be instructed to prepare resolution, for annexation of Derry Dell and Rolling Hills areas. Councilman Norton felt he had a moral _ commitment not.:to force annexation unless circumstances had changed and in his opinion circumstances have not changed, ,Council discussed an aggressive =annexation policy and annexation of island areas. Councilman Cook requested :City Attorney,prepare resolution, for annexation of:Derry.Dell and:Rolling,.Hills areas, to be.considered at next Council meeting, Majority of Council concurred. C. Sewer Allocation City Administrator will meet with County Administrator and others to review efficiency of Tigard sewer plant and possible plant expansion. 1. Sewer Permit Allocation: Current sewer permits issued are as follows: Residential allocation 60 - 20 permits remaining; 8.pernits remaining for Public, Health and Emergency; Commercial-Industrial 130 allocated - 44 permits left. Administrator suggested Council. relieve the restrictions. on residential permits and issue.'.the 11 residential permits to developers who had plans submitted between the time the moratorium was started and the time allocation policy was adopted. City would also, for 14 days, accept the submission of new residential plans and City would date, number and then evaluate submittals for possible allocations. Council to discuss allocation of permits at next regular meeting. D. Other Business Chuck Samuels, representing Park Board, stated letter has been directed to Council, and elaborated on Park Board's feeling regarding guide lines set by Council and lack of communication. Councilman Cook asked current policy regarding police cars responding to calls outside the City. Specific incident mentioned will be checked out by staff and report made to Councilman Cook.
