Subjects Neighborhood Plan #1 for the Ash Avenue-Downtown Neighborhood;
Plan Implementation Summary
For the past five months, the Ash Avenue-Downtown Neighborhood Planning
Organization has workad with the staff to establish; a detailed land use
plan for their area. The Planning Commission'has now conducted two public
hearings on the Plan and after reviewing the resultant testimony and their
own deliberations, unanimously recommend to the City Council adoption of the
Ash Avenue'-Downtown Neighborhood Plan. "'Upon adoption by the City Council, ;
it will serve as the City's official land use policy forthesubject area.
During the Planning Commission's deliberations, it was noted the Plan does '
not detail the specific planning "tool's" necessary ;to implement the Plan's
proposals.= The following is therefore a recommendation by the Planning Commission
that the City Council Consider the adoption of Plan implementation techniques as
defined below. Adoption, in principle, of these techniques will provide a Plan
implementation framework and policy within which the Council can formulate`a
specific courseof action to implement this Plan and subsequent plans. The
implementation techniques may be described as follows:
1. Re-zoning: bringing the zoning map into conformity with the
Plan's adopted land use categories.
2. Adoption of Ordinances
a. Highwav Commercial Zone
b. Flood Plain and Fill Zone
c. Degign Review Ordinance
d. Tree C,rtting Ordinance
e. Planned Development-Incentive Zone
(i.e. encourages developers to preserve open-space
through the allowance of slightly higher densities)
3. Adoption of a street Policy, recognizing the Plan's road proposals.
4. Acquisition of additional park land and construction of bicycle pathways.
5. Acquisition of additional road right-of-way to facilitate traffic
and bicycle circulation.
6. Requesting the State Highway Department widen Hall Boulevard and
straighten the curve between Fnnno Creek and S.W. Commercial.
7. Request Washington County adopt the Neighborhood Plan as the "definitive
document" guiding all land use decisions within the subject neighborhood,

RE: Resolution requesting continuation of R.I.D.E. funding
to the level requested by existing participating
agencies in the original grant applicants, to the
Oregon Traffic Safety Commission, and others`.
Sir:
I wish to request the above item be placed on the agenda
for the next scheduled Council meeting, whereas.:there is little time
remaining before the second funding period begins.
The Washington County Law Enforcement Council is requesting
Support from all legislative bodies in the„county' to bring this before
the Traffic Commission, whereas' they made a 3 year commitment to this
project, and have failed to give this project a high funding priority
to complete the project as planned.
The County Commissioners are developing a resolution for
this purpose,' and I"hope to have a copy of -his which can be amended
to meet the needs of our City Council.

Dtie to the special subject matter of the ;past study session. we have not
had a' chance to discuss someofthe agenda items. The following will provide
some brief, background on pertinent items.
Item #7 - Liquor License A Police Department has run the ,isual,
checks on the applicants and recommends approval.
Item #8 - N.Y.C. Agement - Th-is is the standard anreement form°wbich" the
City has executed each year in order to by able to take :advantage
of the N.Y.C. program throughout the year as individuals become
available.
Item#9 Burglary Prev ntion Proms atrrI - This agreement will serve to
articulate the conditions under which we, are alreadv
partic.ipatins; in this- L.E.A.A. Program. The 'City Attorney
has review7ed the agtenment and fi.r.ds it. satisfactory.
Item #10 -gResolution _re: R.I_.D.F. Funds - The Ore-or. Traffic Safety Commission,
administrator of the R.I.n.E, funds has notified the Washi-n,,ton
County Law Enforcement Counci_1. that there may be a reduction in
the total dollars available to this program. A reduction of the
budget request from $187;457.00 (12 months fundi.rto) to $561250.00
(for 7� months) has been suggested to fund the program to ,Tune
30, 1974. The purported purpose of the reduced time period is to
put: this program on a. .July 1 to June 30 fiscal year. Each of the
member agencies has been requested to pass a similar resolution
urging favorable consideration of the requ.uested Level of funding
for the second funding period. The resolution that will be
placed before you was prepared by Washington County and was rot
delivered to us by Friday, therefore this will be 3 str.ibuted
to you on Monday.
Items 11 & 12 - These resolutions provide for the retention of two englneeri_n�,
firms to perform the necessary engineering and support services for
Commercial, Hunziker., Walnut & Tiedeman Streets in accordance
with the budget. Six firms submitted proposals which were reviewed
in depth and three -were invited in for. interviews. Tt is proposed
to split the engineering for these three projects in order that e1.1.
the work can be completed this winter. It is our intent to have
held all necessary public hearings and related legal activities
by March in order to be able to commence construction In early
Spxinp.

Item "1x13 -`Plumbing Contract'- As of this writing,, it appears that we ':ai1l be
able to enter into a contract for plumbing work on the police J
station by Monday night. 1 will be able to report it more detail
y at the meeting. It is also possible that heating contract
proposals will be submitted by that time in which case I- will
recommend acceptance of the low bid for this work also.
Item jk16 - ,Ordinance relating to Planning Commission Procedures = This
mordinance, proposed by the City Attorney , is designed to
bring our code into compliance with recently enacted state
legislation. Note that provisions for a 'hearings officer'
is included but that it is'permissive not mandatory.
Item #17-- ,Ordinance rep, rdine� annexation of Mr. Steal- or.2peTt,, This is
a standard ordinance confirming the Boundary Review Commissinr."s
approval and recording the change in the City boundaries.
Item #18 - Sign Code Amendment - This ordinance was not completed by agenda
_ deadline time and will be distributed at the Council meeting
Monday. I will be prepared to detail the proposed changes at
that time.
