containing signatures of 18 residents requesting the street be repaired,
The major;portion of the street is outside the' rS .y limits, however; the county
informed the residents it would be up to the City to repair, Council requested
City Administrator to sef what could be done to r_orrect the situation,

Gentlemen:•
The members of the Tigard Employees, Association are
interested in pending plans to re-organize the working
space in City Hall. Working conditions' are 'a primary
concern of the ''Association, affecting 'productivity,
morale and ultimately the City's ability to attract and
retain qualified personnel. The members are concerned
that re-organization be accomplished only after careful
planning, toward the goal of producing the most efficient
and desireable 'working environmentpossible within the
limits imposed by the existing building. They feel
capable of aiding in this planning` stage of re-organization
and wish the opportunity to review and comment on alternatives
under consideration. The employees have an intimate 'under
standing of the space and organizational requirements of
the various functions carried out in City Nall and believe
ourselves capable of valuable input into this re-organization
project.
Having stated the Association's desire to have input into
the overall project planning, there are also some specific
concerns they wish to express.
1. Presently the City Hall has no decent lunch
room area. The existing spare (which can
accomodate 12 people} is in the copy room
next to the rest rooms. It is in no way
a lunch room but merely a place where the
employees can eat lunch, away from their
desk and out of the public eye. In addition
to lunch room space, a lounge for women employees
is also needed. Recognizing the limited space
available, the lunch room could provide a cot
or couch to lie down on, thereby serving the
dual purpose of lounge and lunch room.

2. The police are presently using space in
City Hall for storage. According to rumor,
they plan to continue use of this space after `
moving" to their new facility. The Association
finds any 'suggestion -of crowding employees
together to allow dead storage 'space absurd
and strongly urges that alternate space be
sought.
3. The Association hopes that re--organization
Will not become a minimal effort. More must
be done than merely ,bringing the planners
back into City `Hall and retaining the existing
organization of 'space.
Now is the time to carefully plan the use of available
space, "to get the most out of what we have got".
In closing the employees are anxious aboutthe possibilities
of gaining more desireable working conditions. They have
spent many years with much less than their colleagues in
surrounding cities and counties and they now see the
opportunity to narrow the gap. Morale is good, spirits
and hopes are high', please help us keep it' that 'way.
