COUNCIL STUDY SESSION
DECEMBER 3, 1973, 7:30 P.M.

ROLL CALL. Present: Mayo: Floyd H. Bergmann.; Councilman John E. Cook, Robert
C. Moore, J.-Allan-Paterson; Bruce P. Clark, City Administrator;,;
Winslow C. Brooks, City Planner; Robert B. Adams, Chief of Police;
Nick Hiebert, Director of Public Services & Facilities; Doris
Hartig, City'Recorder.
1. DESIGN REVIEW ORDINANCE: Co,mcil and staff discussed questions that had been
raised at.last,Councilmeeting regarding splitting of ordinances,'vote structure:
and area of concern covered by each of the ordinances. City Administrator stated
consensus of Planning Commission indicated:the existing majority rule voting
structure be retained with existing site development ordinance. The voting
structure for architectural review presumes a plan;is approved unless 4 of the
5 board members vote to disapprove. The two review procedures would be
merged into one design review ordinance.
Council concurred that the design review board should not also serve as the
Sign Code Board of Appeals.- Concensus of(Council was to provide for an
alternate 5 member board in'order to expedite handling of applications.
City Administrator stated he will present proposed amended ordinance to
Planning Commission for review and have ready for Council meeting of
January 14,;1974.
2. PROGRESS REPORT - Police Building & City Hall Space Reallocations:
City,Administrator reported,work was progressing and that Police Dept.
hoped to move into annex during the week of December 10th. The anticipated
total cost of annex is approximately,$42,000. 'Report on plans to reallocate
space.in City: Hall will beprovided`at alater date.
3. MAIN STREET RAILROAD CROSSING: Director of Public Services & Facilitie_
-
stated,repairs to;Main Street railroad crossing were completed today.
The crossing;is somewhat smoother but the final solution, if done,
would' be a fairly-expensive project.
4. L.I.D. AND ANNEXATION AGREEMENTS: Map indicating areas where City has executed
agreements was displayed for Council review.
5. PRIORITIES DISCUSSION: City Administrator discussed suggestions from groups .or
clubs regarding City priorities. Council requested further clarification
on specific recommendations and suggested City Administrator acknowledge letters
from all groups. Upon receipt of further specific recommendations, Council will
review and continue prioritizing projects. City Administrator requested each
Councilman to prioritize his list by category, add their own suggestions and
bring back for further discussion. Council also discussed bond issue and
budget timing. Concensus seemed to be for a fall bond issue rather than spring
although this would be looked into.
6. B.O.R. COOK PARK APPRAISAL: City Administrator reported staff had just received
appraisal in amount of $43,410 for land acquisition next to Cook Parka Appraisal
will be forwarded to B.O.R. for confirmation. City Administrator to inquire as
to options regarding reapplying for additional funds over the $34,000 grant.
There was some concern over the amount of the appraisal and this question was
to be looked into further.
7. SEWAGE TREATMENT_PLANT: Council requested City Administrator to explore ways
City might find interim relief regarding City's current and future sewer needs.
8. BOARD AND COMMITTEE APPOINTMENTS: City Administratcr to check with boards and
make recommendation for appointments at next Council meeting if recommendations
are forthcoming in time.
9. CITY INTERN: City Administrator recommended Council utilize an intern from
the University of Oregon to assist on special projects. Cost to City for 9 week
period will be $200.00. Council concurred.
