1. PUBLIC MEETINGS: City Attorney verbally gave hisopinion on
new state statute with respect to open public meetings. Highlights
of his comments were:
(a) Matters of litigation to be discussed in open meeting.
(b) Employee grievances; if:employee-so requests, meeting is
open to the public.
(c) Notice of regular meetings should be posted in window
or bulletin board.
(d) Executive Sessions: refer to exemptions in ORS as
reasons for holding executive sessions.
(e) 24 hours'notice must be given of special or executive,
meetings.
2. TRAVERS & JOHNSTON ZONE CHANGE, Report of findings given by
City Planner. City :attorney stated 3 Council members must be
present and qualified to vote on an issue.' John Cook was on
vacation for Travers-Johnston'public hearing and thereby not
qualified to vote at July 9 meeting. Attorney_suggested
City staff prepare a covenant:whereby applicant agrees to certain
conditions before matters reach Council.. 'Council discussed
revising zoning code to build in conditions that will meet
requirements such as: City services will be provided before
project or development begins. Attorney suggested some con-
sideration be given to having a hearing officer for zoning
matters who would:then'report'findings to Council. This would
aid in arriving at a decision. Attorney also suggested Council
consider zone change applications on merits and Fasano requirements
and disregard proposed development and thereby all conditions
that have previously been included would be eliminated. The
conditions may be imposed through site review and when application
is made for building permit.
3. POLICE COMMUNITY RELATIONS COMMITTEE: Edna Sakata, Dr.
Samuels and Barbara Goodin wanted to know what Council feels
the Committee's objectives should be and what results are
expected. They would like some guide lines and goals. Group
discussed if they should expand to reduce number. Council
suggested they hold coffees in community to find out what people
want to know. They should be a liaison group to go to neighbor-
hood meetings. Council felt meetings will develop goals and
objectives.
4. PLANNING COMMISSION VACANCIES: Council noted there are 3
vacancies on Commission: Carolyn Paisley, Earl Reid, and Allan
C. Paterson, all in City residents. Council requested a
telephone review of citizen inventory forms. Request if applicant
is still interested in serving. Suggestion made the forms be
revised to add "do you live within City limits?" Council
also requested City staff respond to applications. (stating
if there are no vacancies or reason we are holding their
application.)

5. CONSULTING ENGINEER FOR REVENUE SHARING L.I.D. 'S
Council deferred matter until new City Administrator arrives.
6. BILLBOARD MORATORIUM: After much discussion, Council instructed
City Attorney ,to prepare an ordinance extending moratorium 90
days until Council develops conditions necessary to revise
outdoor advertising sign code.
7. POLICE EMPLOYEES RETIREMENT: Council reviewed proposal and
accepted recommendation of consultant Lee Jackson to adopt '
Bankers Life Plan with voluntary contribution by employee of
at least 4% with the option to increase in increments of
6, 8,& 10%.
8. BILL FRAHLER REMODELING: Director of Public Services,& Facilities
reported problem had been solved as Mr. Frahler's architect'
revised his building;plans so an adequate fire wall could
be,placed between the building.
9. S.W. 115TH STREET L.L D. : Council discussed other methods of
assessment and agreed on method #2 and 1/2 street improvement.
City will only improve property within City limits. Council
to continue public hearing and Director of Public Services
Facilities to write letter to interested parties setting forth
formula for assessment date and place of hearing, etc.
10. CITY OF TIGARD VARIANCE APPEAL: Council :had no questions
regarding,proposal and public hearing will be 'held July 9, 1973.
lI. STREET IMPROVEMENTS: Tom Whittaker of Planning Commission
requested Council develop a,pol`icy for road improvements-.
