TIGARD LIBRARY REPORT FOR .APRIL 1973
We are still checking out over a thousand more books than at
this time last year. April 1972 showed us checking out a
total of 2,459 books of which 1,616 were adult and 843 were
juvenile. April 1973 had a total of 3,600 of which 2,531
books were adult and 1,069 were juvenile. ,suite a ;jump. ,
This year we did somethinzi different than in the p:-st feu
years. We celebrated ilational Library Week with no fines.
As a result our total fines for the month were 28.97 but
we did get back some very overdue books- even some two years
old. It was worth it. `rSre took in 25 new members from out
the 'city limits 0;50.00).
During IQational Library Neek we received a donation of X10.
from the Tigard Woman's Club for books about,Oregon and a
promise that this will be an annual affair. The Friends
of the Library presented us with a new book cart of metal
which will prove valuable now and in the future. We had
quite a few new books donated during that week and we bought
many children's books in anticipation of summer and to fill
our shelves which were cettinE low. The book-binding kit
has proved invaluable in this respect.
Mrs. Roseanna Peterson has resigned from the Library Board due
to increaded activities that make her unable to continue. The
board would like to suggest that Yvonne Burgess of 13475 SW
Village Glen Dr.,Tigard (639- 0903) replace her on the Board.

GENERAL INFORMATION
Sergeant Rea was promoted to Lieutenant on 5-10-73; he will
be assigned as the Operations:Division Commander in the near future.
T am considering an organizational structure modification,
which will require job description amendments for the Operations Division
Commander, a new job description for a records supervisor, which;will
require a stipulation from the Tigard Police OfficersAssociation; however,
there should be no problem in this area.
In brief, the Operations Division Commander will function
within a line authority area, and will be assigned staff functions from
time to time, as the need arises. The records Supervisor will be
responsible for the records keeping, administrative reporting, and
scheduling of the Services Division.
It is my hope that this revision will reduce the confusion
relative to the organizational structure.

ENGINEERING DIVISION:
This past month, the division completed all design and field
survey .work'for installation of curbs along S.W. Walnut Place;
said curbs are now in place.
The drafting;of topographic overlays to complement our sanitary
sewed system composite map (to facilitate the planning of
feasible routes for sanitary sewers) has been proceeding well.
The composition and drafting of a, log form, map reference manual
for ready determination of the status of (bancroft) :lot assessments
was completed and is now being utilized by the City's administrative
personnel.
The continual process of updating active construction project
files, particularly since the construction season is here, has
occupied much of the Division'stime. A status report,
resulting therefrom, is attached hereto. Said report details
those items pertinent to our active projects which require
attention and outlines each project's stage of completion,
Also, this past month, considerable time and effort has been
expended on construction inspection, on enforcement of construction
specifications, on processing preliminary construction plans and
related documents, on the gathering of as-built sanitary sewer
field data and completing the necessary air tests therefore

BUILDING DIVISION:
Mr. ,Tim Brien is a new employee in this division. Mr. Brien
is a very qualified person and we feel sure he will be a great
asset to the City.
The year to date es:set valuation last year was 1,984,931.
This year the valuation is 2,985,804.
PARKS SECTION:
Most of the spring work has been accomplishedand now that the
B.O.R. Grant has been approved, the crews have begun work on
grant items. They have completed the irrigation extensions and
installed the water linesfordrinking fountains,
SEWER SECTION:
The major work performed this 'last month 'in this section was two
major sewer plug-ups on a` sewer line the other at the 113th
street lift station.
MAINTENANCE SECTION:
Other than routine maintenance, this last month, we had a major
valve repair on a police vehicle.

Gentlemen:
I herewith tender certification that all conditions have
been met as per the approved construction plans and Subdivision
and/or Street Dedication Compliance,'Agreements, with herein
specified exceptions, for the following:
Street Improvement Projects:
1. SW 76th Avenue
a. Installation and energizing of one street light
prior to ;November 11, '1973.
b. Receipt of an acceptable one year Maintenance
Bond in the amount of $4, 200.00.

a, No exceptions thereto.
Subdivision improvement Projects
1. Burnham Park'
a. Installation and energizing of eight street
lights prior to September 11, 1974.
b. Installation of sidewalks prior to September
11, 1975 and/or_ prior to occupancy per lot.
c. Completion of (pavement) improvements on SW
Ash Avenue prior to September 11, 1974,
d. completion of (1 inch - class "C") asphaltic
