AUTHORIZE EXCEPTION TO MORATORIUM ON THE CONSTRUCTION„ PLACEMENT OR ALTERATION OF OUTDOOR ADVERTISING SIGNS OR BILLBOARDS, Applicant is Foster & Kleiser Co_ Reque3t to relocate billboard from Interstate 5 near Bonita Interchange, PAGE 2 - COUNCIL MINUTES - MARCH 12, 1973 (a) . City,planner reported on Planning Commission review and recommendations, Mr-, Rangila also stated the Planning Commission will be''ready',to meet with the City Council in a,-joint session by the end of the month regarding improved standards 'for.outdoor advertising sign locations, (b) 8e00 PQM, Public Hearing Bill Barber of Foster & Kleiser Co.- testified rsgarding request to move the sign .from the right--of-way on :-5. City could allow the sign to be moved 30 feet from present location in a non-conforming zone or :wove it to a different conforming zone, Public Hearing Closed., (c) Motion by Councilman Norton the exception to Ordinance No. 72-,66 be granted to allowtheapplicant to relocate the billboard in the M-3 zone in accordance'writh the previously stated findings and that in using these findings itis the-:findings of'this-Council' afterlthe hearing held this evening, in accordance:with procedures set forth in Ordinance 71-7, that the applicant has justified allowance of an exception to the moratorium on the placement of billboards as established by Ordinance '72-66, It is; further found that the pro- visions of the moratorium, wouldeliminate the applicant's billboard "thereby causing serious hardship, and that the relocation of the billboard should be into a com- patible M-3 zone approximately 150 feet south of the existing non-conforming'location„ it is further found that the relocated sign will have a remaining life of 10 ,years from March 4,1972, the effective date of the City's sign,Ordinance, No. 71-5 as applied to the`sub- ject'biliboard� motion seconded by Councilman Bergmann.
