time for further study.

(a) Second reading of ordinance, continued from Council meeting
of September 1.1., 1972
(b) City Administrator reviewed proposed ordinance and stated
the City ordinance for business licenses could be for
revenue purposes only and that state statutes prevented
the City adopting an ordinance that would be regulatory.
City Attorney had prepared amended ordinance omitting Section
4`of ,proposed ordinance as it might be considered regulatory in
nature. ' City Attorney recommended adoption of ordinance that
would deal only with revenue measures, City Attorney further
explained legal ramifications regarding adult'book stores and
adult movie houses or theaters,
(c) Motion to drop consideration of ordinance 72-53 as proposed
at September 9 1972 council meeting: Councilman Moore,
seconded by Councilman Norton,
Approved,by unanimous vote of Council
(d) Motion by Councilman Naore'to set fee at $3,500,00 per year;
seconded by Councilman Norton.

A. Mrs. Carl Finley inquired about enforcement of City nuisance
ordinance with respect to noise from contractors working week
ends and after regular working hours.
B, Mr. Tim McFarland, 14605 S.W. 74th stated Puget Western Die
Casting was in violation of conditional use as approved by City.
Stated location and noise from air compressor violated City
ordinances. City staff.and attorney to review.
