Sewage Treatment Plant The expanded plant has been on line and operating since the middle of November. To date, the operation seems to be satis- factory in terms of the final output. There have been, however, several minor problems that are being surveyed by Stevens, Thompson & Runyan together with our staff and the contractor. Of particular note is a problem developing in the sludge lagoon. The plastic liner has both air and water under it. We are personally quite concerned that the liner could rupture com- pletely, causing a serious problem. Pending further investiga- tion and remedies, I am taking the position that the City has no responsibility or involvement in this matter, inasmuch as the plant expansion has not been accepted. I will keep you posted of further details on this matter. 2. Sewage Sludge Processing The Unified Sewerage Agency has developed a 'Porteous Plant adjacent to the 'Sunset valley Treatment Facility. The Porteous Plant processes sewage sludge by removing water from it and producing an organic 'ferti'lizer. During the winter months, we are unable to dispose of our plant sludge on farm fields as we do during the summer. The reason for this is that the fields are of such a condition that we cannot drive" a truck on to them. We have therefore requested Unified Sewerage Agency to consider taking care'of. our <sludge problem during;the winter months with . the new Porteous Plant. Enclosed is a copy of a ,proposal from U.S.A. allowing us to process 'up to '2,000 gallons of sludge per week. The economics look reasonable, though they are not firmly established at `this ' time. I will ask you to provide authorization to enter into an agreement with U.S.A. for this purpose at your k meeting Monday. evening. 3. Pension Plan Lee Jackson, most apologetically, .explained that he just plain forgot about our scheduled breakfast meeting several weeks ago. " (cant°d)' y It would be my recommendation that we have Lee out to a _ study session to further review the proposed pension plan prior to putting the issue on another agenda for formal consideration by the Council. I will attempt to schedule this for your next regular study session. 4. Dog Control Ordinance At your last study session in December, we discussed the fact that Washington County had revised its dog control ordinance. Washington County has also requested a new contract with the is City to take care of our dog control problems. Fred Anderson has prepared the appropriate amendatory dog control ordinance for the City that would authorize execution of the contract. A copy of the ordinance is in your folders and will be on your Monday evening agenda. 5. Shortly, we will be providing each councilman with a 3-ring binder in which all materials provided by the staff should be maintained. It is my hope that you will get into the habit of bringing this binder with you to all meetings, both regular and study session. The order in which you place items in the note- book and how long you keep them is left to your discretion. The objective, of course, is to provide an easy means of having everybody have readily available all information provided for your review and consideration., Rather than having items delivered to you in manila folders, we willinstead punch the items so that they will go ;„ bin_ o Your + � de- and :deliver them between two sheets of paper and a rubber band. This will avoid the problem that we are experiencing now with the return of the folders. We are attempting to locate binders that will accom- modate legal-sized sheets. 6. Status of.Comprehensive Planning Effort our 701 Comprehensive Planning process is approximately one-half complete. The detailed concept planning for the triangle area bounded by I-5, 99W and the Beaverton-Tigard Freeway has reached s the stage of meetings with major property holders to review alternative solutions. These alternatives will also be placed on one of your study session agendas for your review in the near -- future. Our consultant is also in the process of drafting a new zoning ordinance. It is contemplated that this .will serve as a starting point for a count wide effort to Y- produce- a uniform zoning ordinance. r (cont°d) ]Page 2 - Progress & Status Report = 1/11/71 Ray is also currently revising and finalizing the Comprehensive Plan text prior to presenting it to the Council for final adoption. An additional effort scheduled for commencement in March is a refinement of the park and school portion of the preliminary plan. The purpose of this effort is to establish in more detail suggested policy guidelines for the creation of a park system, including the Fanno Creek Greenway and school locations for the study area. 7. City-County Planning Recently, a meeting was held with officials from Washington County and the cities of Hillsboro, Beaverton and Tigard to discuss planning generally. Tigard was represented by Allan Paterson, Ray Rangila and myself. The result of the meeting was a decision to develop a task force approach to common planning problems throughout Washington County. The first step will be to catalog our existing zoning categories and their definitions and explore commonality of critical planning problems. It is intended that, after these common problems are recognized, task forces will be assigned to develop interim and permanent solutions to each of them. As the process con- tinues, I am looking for the involvement of individual council- men on these task forces. I will keep you posted as this effort continues. PLANT OPERATION - On December 31, 1970, the City had a rain- fall of 2.3 inches. This caused high water in Fanno Creek. It also resulted in the highest intake flow recorded at the sewer treatment plant. Said flow being 4.0979 gallons per day. The highest instantaneous rate being 4.59 gallons per day which is the plants maximum designed capacity. Overall operation of the Sewer Treatment Plant is good as shown by the low BOD in suspended solids readings. Some minor problems have shown up which are affecting the plants efficiency hope they will be corrected;in the next couple of months. C. TREATMENT PLANT EXPANSION - The contracotr did no work this month so: the plant remains in the same condition aslast months report. There are 19 items necessary for completion;which we have informed Stevens, Thompson, & Runyan for action. The most critical of this is the floating of neoprene in both 'lagoons. Our fear here is that if this floating continues, the neoprene will rip ;which would require complete reinstallation.' r Before the contract can be completed, it is necessary for Stevens, Thompson, & Runyan to prepare contract amendments for the Council's review. These `should be ready by the next regular meeting of January 25, 1971. 2. PARK &STREET DIVISION REPORT A. Again this month the maintenance crews spent a considerable amount of time cleaning roadside ditches and the storm lines. During the heaviest rainfall of December 30, barricades were put-out;at all possible danger areas. The most critical being Grant Street at Fanza.o Creek, B. A considerable amount of time was put into clearing at Cook Park for the opening up of new areas and installation of fence along the north and east property lines. We are quite concerned about this project in the future as we will not be able to burn the brush because of air pollution control regula- tions. C. Repairs were made this month on the 159 Chevy including re- painting and engine overhaul. Major repairs were made on the D2 Cat for the steering unit and several minor repairs were made to other miscellaneous shop equipment such as pumps and barricades. 3. ENGINEERING DIVISION REPORT A. Murray Boulevard - On January 21, 1971 at 7:30, the County will be holding a public hearing on the corridor for Murray Boulevard from Old Scholls Ferry to Interstate 5. B. Several complaints have been received regarding the inter- section of Bull Mountain Road and Gaarde Road with 99W as a result of installation of the Canterbury Square Shopping Center. From January 14 through the 23, 1971, the Shopping Center -will have an open house at which time the problems encountered at these intersections will be quite prevalent. The developer of the Shopping Center and the State Highway Department have been working for a solution to the traffic problems at these intersections, however, no agreement has been made. C. Traffic Safety Study The City is now approximately 30% complete with the Traffic Safety Study, both in expenditures and progress. ` CH2M is only approximately 20% complete with their share of z the project. However, have spent approximately two-thirds of their allotted monies. We will probably;run slightly over on the project, but will be considerably less than the 20% over run allowed,by the Federal Government. We are still collecting traffic volumes and inventory of traffic F control devices. We have completed approximately 80% of the 125 traffic counts necessary for the study area. We should complete the traffic counts by the middle of February. The intersection survey which includes 'making a 'diagram of all intersections 'showing surface features and utilities and also a report on each sign and its condition is approximately, 35% complete at this time. As soon as all the field work is com- pleted on this, a summary sheet will be made out for the final report. A travel plan study has been made on most' of 'the major routes in the City and probably' during February speed zone inventory will also be made. Aerial photographs which were taken.earlier in the summer have been plottedforfiling in use in the final report. Page 2 We have encountered very few problems on the Traffic Study other than a shortage of manpower which is being helped considerably as a result of the STEP Program. hast month we fell somewhat behind in a proposed schedule as a result of the inclimate weather which prevented the taking of traffic counts and road characteristics. One item pointed out by Mr. Paul Orris, Highway Safety Management Specialist, was the need for a monitor to be assigned. Mr. Bill pink, Coordinator for the Oregon Traffic Study Commission, has made arrangements with the Oregon State Highway Department to obtain a monitor for our program. If everything goes as scheduled, the City will be done with its initial phase of the Traffic Study by the end of February. From then on we should be in the continuing phase and CH2M will be making a report on the data which was collected during the initial phase of the City's activities. CH2M has tentatively scheduled completion of the rough draft by the 16th of March, 1971; completion of the final report by the 12th of April, 1971. It is important that this time schedule be met so that the City may have this information for a bond issue and for us to receive our money from the Federal Government for this budget year. 4. PUBLIC WORKS DEPARTMENT A. The Public Works Department has received 13 people from the STEP Programa By the end of next week, the total allotted amount of 16 should be assigned. Presently, we have 8 working at the,park clearing brush, 3 working in -the engineering; department, ,one `of which is a draftsman and the other two are working on the Traffic Safety Study. The other man is 'working at the Sewer Treatment Plant and is filling in for Stew Shelton who is serving on the Oregon Circuit Court this month. Respectfully submitted, Keith C.
