City Council Packet - 09/29/1969 TIGARD CITY C O U N C I 1: SPECIAL MEETING SEPTEMBER 29, 1969, 7:30 P.M, 1:, ROLL CALI:: Present: Mayor E. G., Kyle, Councilmen Floyd li Bergmann, Daniel L. Larsen, Robert C, Moore Fred A. Anderson, City Attorney; Stephen 6i_ Telfer, City Administrator; Keith C. Thompson, Directcr of Public Works; Doris Hartig, City Recorder Absent: Councilman Thomas M> O'Halloran. Special meeting was duly called by common consent of Council for the purpose of discussing order from Department. of Enviromnental Quality Control regarding sewer connections. City Administrator reviewed order and discussed problem with Council and staff. 2. City Administrator read letter from Washington County Health Department stating they have received an unusual amount of inquiries regarding installation of septic tanks within city limits„ City Administrator recommended Council authorize the preparing of an application stating the City of Tigard approves the installation of a septic tank provided certain requizements are met, and suggested the application be approved by Harry Kemp. Washington County health Officer. `al Fiction by Councilman Bergmann instructing City Administrator to prepare document for presentation at next Council meetings seconded by Councilman Moore. Approved by unanimous vote of Council present. 3. Mayor Kyle read letter from Mr,. Edwin Joern, 3811 S. E. Harrison, Portland, Oregon, offering solution to city's sewer problems. 4, Council requested City Administrator prepare press 'release setting forth policy statement regarding sewers and include in statement City's program to correct problem. 5. City Administrator read letter from S.P. & S. Railroad stating they will be unable to complywith,City's request to improve railroad crossing until hearing held by P.U.C. Council instructed City Administrator to notify Tigard Development Corporation. 6, Mr, Dean of S.W. MacDonald Avenue requested City assistance in- developing boxing program for`young boys. Mr. Dean presently is instructing youngsters in basement of;his home., ` Council suggested contact with City,.Administratorand.Recreation Director,. 7, Adjournment 8:25 P.M.
