Subject: Dismissal of Sgt. Brown and rorlr.at:ion of
Informal Citizens Planning Grcuu
Continued rumors regarding the conduct of Sgt. Srown of
our Police Department induced me to request Chief P7ilkiason
to investigate their validity. During the last two creeks,
a very intensive internal investigation has been accom-
plished, and has confirmed numerous unofficial charges
against Sgt. Brown.
On Friday morning, ,lune 20th, Chief Wilkinson and myself
Presented Sgt. Brown with a letter of dismissal on the
grounds of 17 separate, substantiated violations of the
departmental rules and regulations. His dismissal is
effective as of that date.
During the last several weeks, Emily and -I have been working
with our Planning Consultant, Dick ivy, in an effort to be-
gin serious work on our comprehensive planning process. We
have reached the conclusion that, to be completely effective,
this group should be administratively appointed and inten-
tionally very informal. We have also concluded that we
should appoint representatives from the entire proposed study
area, including 2aletzger, King City, Durham, and other areas
outside our existing City Limits, as well as representatives
of both business and industrial interests.
This should not be construed to indicate that we do not want
the participation of both the City Council and the Planning
and Zoning Commission. We, in fact, do encourage and do
invite your participation on an informal basis. It is my
hope that, using the informal;approach, we will' have'more
freedom for complete and uninhibited response and' a more
accurate appraisal of the citizenry's desires regarding the
future development of our commanit_v, If this approach meets
with your approval, I will be sending a letter to a selected
group of approximately 20 people, asking for their partici-
pation.
We are currently experimenting with this approach on a small
scale with a selected group of People representing business,
the sign industry, and home owners, ;to review the staff's
recently completed rough draft Of a'sign ordinance. I believe
this technique will prove to be useful in reducing the con-
flict normally encountered when comi
