B. Director of Public Works reported Mr. Gray wished to extend the
sewer line near S.W. Lynn Street. Mr. Gray will pay for the ex-
tension of the lines however, in trying to secure easements, the
property owners wished assurance they will not be assessed when
they .desire to connect to this sewer extension.
Motion by Councilman Moore to instruct City Administrator to work
`out details of contract with Mr. Gray and property owners involved
'. and''bring before Council for their approval. Motion seconded by
Councilman O'Halloran.

Co- Director of Public Works presented proposed contract with Council-
man Moore for use of parking lot back of City Hall. Proposed
agreement would be for $300 for use of land for one year. Charge

SUBJECT: Progress and Status Report
1. RECEIPT OF FEDERAL AND STATE MONIES FOR PINEBROOK INTERCEPTOR
We have received the allowable matching monies for the construction
of the Pinebrook Interceptor from both the Federal Water Pollution
Control Agency and the State of Oregon's 25% matching fund for
sewer construction. This receipt closes this project and puts
our sewer replacement expansion fund back into balance.
The Oregon State Sanitary Authority will not allow anybody to
use the old "package" treatment plant used in the Pinebrook
neighborhood. For this reason, we are unable to sell it, and
I have instructed the Public Works Department to dismantle the
plant and salvage pumpts, electrical gear, and any other items
that may be useful to us in the future. It is my intention to
designate that site as a City land fill, thereby beginning the
process of developing it as a small neighborhood park. I have
also begun explorations with George Penrose to consider the acqui-
sition of several small parcels of land lying north of the old
treatment facility in order that we may expand the site into a
truly neighborhood sized park.
2. BRIDGE AT WOODARD PARK
John Cook has asked me to suggest a possible project that the
Lions Club could use as their annual civic project. After some
discussion amongst the staff we have decided that the Lions Club
could perhaps aid in the purchase of materials and construction
for the completion of the bridge leading into Woodard Park. At
last report, the Lions Club was extremely interested in this
project and I anticipate work will begin very quickly.
3. INTERVIEWS FOR PLANNING CONSULTANTS
Last week, I sent letters to six well known planning consulting
firms requesting each to submit a letter or resume of their_
respective backgrounds and capabilities in the field of planning.
The deadline for receipt of these 'resumes was Friday, March 7th.
The next process will be to narrow the field to probably two
consultants for interview prior to making a recommendation to
the Council for authorization to,retain the most capable consultant.
It my intention to;utilize the`consultant not only,to rewrite
the Zoning Code, but also to become"involvedin policy fc -,elation
with respect to the second phase of our comprehensive,plai.ning
process. -It is also my intention to make application for a' 701
Planning Grant to aid the implementation of the second phase.
This will also become one of the duties of the planning consultant.
4. COMMONWEALTH DEVELOPMENT
As I have mentioned in previous monthly reports, Commonwealth, Inc.,
a large mortgage and development firm, is,about to:begin develop-
ment of a rather substantial sized planned community,, north of
North Dakota 'Street and lying between 121st and Fanno Creek,;
south of Scholls Ferry Road.` They have requested me to aid them
in obtaining water from Tigard Water District. - I have passed the
proposed plans alongto the Water District and have been assured c
at the staff level that supplying'water to the neighborhood should
be no problem. The plans are currently with the Water District's
engineering consultant for review and design of the necessary

facilities. Upon agreement between Commonwealth and Tigard
Water District, we will ask Commonwealth to annex to both the
City and the Water District.
5. CITY'S NORTHERLY BOUNDARY
As most of you are aware, Mayor Kyle and past Mayor Loy of
_ Beaverton have had an informal agreement regarding the boundaries
between Beaverton and Tigard. Development activity in the area
of Scholls Ferry Road has caused concern between both cities as
to whether or not this agreement is still pending with Beaverton's
new Mayor James Moore. The Mayor and myself attended a luncheon
meeting with Beaverton's Mayor and City Manager to discuss this
problem and they agreed that each body should go back to their
respective Councils and discuss the possibilities of a pact
between the two cities agreeing upon a future common boundary.
Both cities seem to have agreed at the staff level that Scholls
Ferry Road and Old Scholls Ferry Road on the west, make a logical
boundary for the future. It is also the staff's feeling that
boundaries east of the Beaverton-Tigard Freeway should also follow
Scholls-Ferry Road to a point on the north at approximately Garden
Home Road. This would mean that our ultimate City boundaries
should perhaps includes all of the Metzger area east to the
Washington County line.
6. ANTICIPATED CHANGE IN BUILDING ACTIVITY
The month of February showed a downward trend on the issuance of
building permits, however, we have several rather large out-
standing projects to be issued building permits in March. In
working toward estimated budget revenues for building permit
fees during the next, fiscal year, I am anticipating a reversal
of our current four apartment units to one single family unit
trend. In other words, the apartment developers have become
cognizant of our sewer problem and also of the concern of both
Planning and Zoning Commission and Council, regarding additional
multi-family units. Single family development is likely to
increase substantially due,to thefactthat we have approved
several large single family planned residential plats in the
last several months. These include the Brayson-Griffin project,
the proposed Paterson development on Walnut, and we have before
the Planning Commission shortly an additional project involving
15 or 16 homes on Joe Chamberlain's property. As you will recall
we also annexed'some land south of Fanner along 115th Avenue
which is owned by Edwards Industries, Inc. At,last report their
intention was to move ahead with single family, development in
that area.
7. 1969-70 BUDGET
Now that we have received our Audit for the fiscal year '67-'68,
we are able to more accurately determine the beginning cash
balance for our next,pear's budget. This coming week will be
spent completing thepreliminarybudget at the stafflevel:prior
to its submission to the Budget Committee for preliminary review.
I have re-worked the existing pay plan and will be prepared to
recommend an option of the new pay plan which has been rather
thoroughly researched in terms of comparability with otherlocal
governmental units. it is my hope that we can adopt,the pay plan`
portion of thebudget'first in orderrthat we may avoid re-doing
the entire budget at the last minute due to a'change in the,pay
plan.

B. We have just received a report from Stevens and Thompson on
secondary sewage treatment facilities expansion. This, in
other words, is the study that we requested Stevens and
Thompson to do, laying out alternatives for interim solutions
to our sewage treatment problems. The report recommends
alternate A, which would be an expansion of our existing plant.
To accomplish alternate A, we would have to have agreement of
the Oregon State Sanitary Authority which as you are aware is
not currently allowing expansion for sewage treatment facilities.
I am exploring a fourth alternative that was not looked at
by Stevens and Thompson, which would be similar to their proposed
alternate C. This would entail a joint agreement of Multnomah
County, Washington County, Beaverton and the City of Tigard to
construct a portion of the proposed interceptor and a pumping
station allowing us to temporarily use Portland's Tryon Creek
plant. In order to pay for this facility, I am going to ask
the other jurisdictions at the staff level to consider the
possibility of funding for a feasibility study to be conducted
by a knowledgeable bond consultant. It is my feeling that such
a project could easily be financed by a non profit corporation
with short term revenue notes secured by a minimal sewer rate
increase by each of the contracting agencies. This would allow
us to put monies into a usable facility for the future rather
than putting monies into a plant expansion only to have it
wasted in:a period of several years when a master interceptor
is constructed. I will discuss this in more detail with you
in the near future.

SUBJECT: REQUEST FOR ADDITIONAL EMPLOYEE
After several discussions with Jim Savage, our Auditor, it has come
to my attention that our accounting procedures are somewhat weak.
I have discussed this with both Doris and Kay Segee, who is presently
doing our accounting work, and they concur. The accounting function
is of course the backbone to a municipal operation. The lack of
qualified personnel in this area can lead to very serious consequences
both legally and financially.
While I am knowledgeable in accounting, I am certainly not an
accountant, nor do I have time to be able to work continuously
on improved systems and detailed bookkeeping to insure both internal
control and proper operation of our funds. Likewise, Doris has
a tremendous quantity of clerical work to accomplish as City Recorder
and must also devote a good deal of her time to general supervision
of our existing clerical help.
In order to solve this problem, I am requesting permission to hire
an accountant in our existing pay range of $580-$695. I feel this
range is applicable to the existing labor market for a qualified
accountant. I have taken the liberty of surveying the availability
of qualified people for this position and with the aid of Jim Savage
have located a woman who is well qualified, having worked for a
large accounting f1rm and also as full charge bookkeeper for several
private businesses,
Due to several personnel turnovers during ;the year-our-current-budget
has ample monies available to pay this new position for the remainder
of this fiscal:.year. This will Of. courser mean the addition of this
position in next year's budget, which I had anticipated doing any-
way. Also needed immediately would-be one desk to cost approximately
$125 to $135. This may accomplished in this year's budget by
transferring monies from several accounts with unencumbered balances
that may-be_delayed until next year's budget.
Your "serious consideration and approval of this request will greatly
strengthen our accounting program and also increase the efficiency
of our clerical personnel.
