ORDINANCE No. 69-12 - AN ORDINANCE GRANTING A ZONE CHANGE WITH RESPECT TO THE LANDS OF Anton Schulz and Martha Schulz in Sec. 2, T2S, R1W, W.M. TIGARD, WASHINGTON COUNTY, OREGON (Vicinity of S.W. Hillview & 104th) (a) Public Hearing 8:00 P.M. No Testimony - Public Hearing Closed (b) Council and Staff discussed proposed rezoning and street development. It appeared there was a misunderstanding as to the exact time Mr. Schulz was to appear and testify. Motion by Councilman Bergmann to table Ordinance 69-12 until next regular Council Meeting; seconded by Councilman Larsen. Approved by unanimous vote of Council. (c) When Mr. Schulz arrived Mayor Kyle requested him to present a bond for street improvement and Council will then consider matter along with zone change appeal. 16. ASH STREET EXTENSION (a) City Administrator recommended item be set over to next Council Meeting. OTHER BUSINESS A. Mayor Kyle reviewed details of Canterbury Heights Annexation. Mayor Kyle asked Mr. Graeper, the developer, if the 76 units and one recreation unit was all they planned to develop at this time and if the developer would be willing to annex to the City of Tigard; also would the developer be willing to let the City review the zoning and development of the remaining property. Mr."Graeper stated they would like to build 76 units plus the recre- ation unit and 'after developed would like to fully develop to 150 units. There was a difference of opinion as to the future`development plans discussed at the February 7th Council Meeting. Motion by Councilman Moore to appoint a negotiating committee of Mayor Kyle, City Administrator and Attorney Anderson to work out de- tails with applicants. Motion seconded by Councilman :r,arsen. Approved by unanimous vote of Council. B. City Administrator stated Washington County had requested the Mayor's signature on the proposedaddition of S.W. 72nd from 99W south to Lower Boones Ferry Interchange to the Federal Arterial System. (1) Motion by Councilman Bergmann to authorize Mayor :to sign on behalf of City; seconded by Councilman,Larsen. Approved by unanimous vote of Council. C. Administrator requested Council approve paying of bills semi-monthly. Council approved. D. City Administrator asked clarification on name of Old Highway 217. Many complaints have been received regarding the correct name and the PDst Office states they are having,trouble delivering mail.' Total project cost for water facilities is es:t.ir atoJ at 36.5 million. Sewerage facilities, ,which of course are more immediately im?ortant, axe estimated to cost appromimately 69. million dollars. Moyers Plan The 'Mayor and myself attended a meeting in Roavezton earlier � this week for the presentation of a scheme that i. quite cOn ati2 le with the Washington County master water and server plan. A copy of this proposal is submitted with this memo. The sch ices in- volves the creation of a 350 afire lake . etinon Beaverton and: Tigard utilizing a combination of natural _storm drainage runoff and the re-use of tertiary treated Sewage effluent from the. Fanno Basin. As you can see from the retort, there arc numerous other side benefits including possible use of tertiary treated.' effluent for irrigation purposes, industrial uses as well as the obvious recreation benefit derived: from a'`lake of this 'size. Another excellent side benefit that effects Tigard ,Would be the flood'. control advantages possible with the lam and therefore contro11ec7 flow of water into Fanno Crock through Tigard: to the .Tualatin River. 3. heron Heights Annexation Keith Thompson and myself invited the residents of the Lero:i Heights neighborhood to a meeting Wednesday evening, January 29th to discuss annQnation "and its advantages and, Cisauvanta.jes. The meeting was well attended though it started out as a l attle between neighbors in an attempt to place the blame on the material' traveling through the ,street gutters dumped by one property owner as "not soda pop". Since the meeting, several annexation petitions have been circulated. The first several petitions were not able to obtain the required triple two-thirds signatures. The mosc recent petition is substantially reduced in area and as of this date'looks as though it will he able to'achieve the triple two- thirds. Progress and Status Report- 2-7-G9 - page 2 4. Proposed Developments Lamb-Weston, Inc. has privately announced their intention to build an addition to their existing facility on Interstate 5 to house some 00 employees that are presently quartered in leased space at the Lloyd Center. They are currently workingwith some adjoining property owners for an extension of a sever line to serve their property. Connections to the sewer Gould be minimal inasmuch as they are talking about eight additional water closets. We have also Leen informed by Commonwealth, Inc. that they arc proposing annexation,to the City of Tigard, of a substantial piece of acreage lying between Scholls Perry road on the `Orth, 121st on the west, Hanzanita on the South, and Panno Creek on the :ast. They are proposing a planned residential type development includ- ing substantial single family area, a large green belt and several well located town-house areas. 5. Tualatin Hills Park and Recreation District I am planning on meeting with thr superintendent of the Tualatin [Tills Park and Recreation Districs to explore both advantages and disadvantages of annexing the C. v of Tigard to their district. The district has an assessed valuation of one-half billion dollars currently. This enables them to carry on a very effective park acquisition development and recreation program. It is my opinion that annexation to a district such as this might be able to pro- vide the citizens of Tigard with a more effective park program than we could provide with our tax base.
