B. City Engineer reported under proposed Capital Improvement Program the
front footage cost to the property owner would be less on 91st Street
Improvement District. Staff recommended withholding any action until

Subject: Appeal by Robert C. Moore for zone change from
R-7 to A-2 on his property located
12575 S.W. Grant St. (Map ;# 2S1 2 BB, Tax Lot 1900)
Planning and Zoning Commission Action:
On August 20, 1968, the Commission unanimously opposed this
zone change as the staff recommended.
The City policy has been to use Grant Street as a boundary
between the high density_and the single family developments.'
This area may at some future ,time be suitable for apartment
development, due to its close proximity to commercial zoning.
The Commission urges denial fo this application until such time
that the present 'A-2 zoning on the other side of Grant Street
is fully developed and there is a re-evaluation of the need for
additional A-2 zoning;in this area.

Subject: Appeal by Mr. Richard 0. 'Fimmel for a zone change
from R-7 to C-4 on his property located at
14600 Hoffarber The S.E. corner of Hoffarber and
Bonita Road (Map # 2S1 12 B, Tax Lot 1700)
Manning and Zoning Commission Action:
On August 20, 1968, the Commission opposed by majority vote,
this zone change as the staff recommended. The stated reason
for the zone change is "to provide neighborhood service and "
shopping" which could be more suitably developed under a
"Conditional Use in the existing R-7 'zone.
The Commission urges denial of this zone change because it
feels that granting the C-4 on the scale of this proposal
(4 acres) would be allowing, for the development of an area-
wide shopping center as opposed to a neighborhood convenience `
center. The surrounding neighborhood is definitely residential
in character and a large uncontrolledcommercial development
would disturb this character.
Great neighborhood concern was also expressed in the public
hearing about added traffic and no traffic control, and about
the precendent this mught set which could lead to strip-commercial
along Hoffarber.

Subject: A request for a change from S-R (Washington County
Suburban Residential) to R-7 (Planned Residential)
on a 50 acre property in the vicinity of SW Walnut
and 130th by Brayson and Griffin, applicant owners.
Planning and Zoning Commission Action:
The Commission unanimously approved the zone change with the:
conditional use for Planned Residential Developmentwith
the following conditions:
1, that the preliminary plat dated=Aug=axst, 1968, be
accepted with the exception that the lots shown
as 28 through 34 be developed as garden apartments
instead of the area labeled lot 21.
2. that the public access to the park be guaranteed to
the City on the existing road easterly along the
subdivision to S.W. Walnut Street until such time
that this road is improved. At this time public
access shall be made by the developer, meeting the
approval of the City Staff.
3. that the park land be donated to the City as shown
on the preliminary plat, but also including lot 21.
4, that the park land be cleared of brush by the de-
velopers and the area in the vicinity of lot 21 be
leveled during development of the surrounding lots
and graded as shown in the attached City plan for
improvement by the developer dated August 15, 1968.
5, that;,improvements be made to the park as shown in
the City's plans dated August 15, 1968. Playground
equipment meeting city approval to be installed by
the developer and his cost not to exceed $1,5000
6. : that the public walkways be lighted with low wattage
lamps, and paved 6'feet in width with concrete and`
planted 2 feet on each side with low-growing shrub-
bery--plans for both to be approved by the City Staff,

that the major arterials in the development(128th
and 127th) be planted with trees (one per,lot, 1h"j
caliper, Cleveland Norway Maple or equivalent) along
the entire length within the development.
8. that the street right-of-way be improved to`City
standards as'designated in the 'sub-division"ordinance
including asphalt, curbs, sidewalks, street lights,
and underground utilities, with exception that the -
cul-de-sac street`width may be 28 feet.
9. that Phase III of the development will be open for
review as to density prior^to improvement of the area,
