1. J. A. Paterson Sewer Contract Amendment
I think we finally have the Paterson Sewer Contract `
Amendment ready to go. The total;cost of the Leron Heights
Interceptor was $89,398.82. In December 1967 the City of
Tigard paid Mr. Paterson $4,967.50 which was a reimbursement
to him for oversizing the Interceptor to the intersection of
Derry Dell Creek. Included in the payment was the cost of
the Greenwell easement. The total reimbursable cost of the
project should therefore be changed to $84,431.32.
I would recommend Council approve the addendum with this new
total cost added.
2. Sewer Service - Sells property on S. W. Beef Bend Road
Mr. Joe Sells, who owns the property on Beef Bend,Road, and
who is requesting a zone change to A-2 in Washington County,
has approached the City of Tigard concerning Sewer Service
to his property. The property lies approximately one mile
from the City's Sewer at Canterbury Lane and to provide
service would entail construction of two lift stations. The
total cost of the project is estimated at about $80,000. to
$100,000. ,
I felt that I-could not give Mr. Sells a commitment for service
until this matter was discussed by the Mayor and Council due
to the fact that it involved'bringing the sewer quite a`distance
from the present City Limits. r
3.- The League of Oregon Cities Meeting on Tuesday, April 30, 1968
The regional meeting of the League of Oregon Cities will be
heldat the Ramada Inn. The program includes a workshop meet-
ing from 4:30 to 6:00 P.M. and a dinner meeting scheduled that
evening to start at 6:30 P.M.
In the past, these meetings have been quite interesting, and
if your schedules':can accomodate this meeting, I `am sure you
would enjoy it.
4.+ Building Construction
The last few weeks has seen a `resurgence in building activity
in,Tigard. For the first few'months'of 1968 building activity
in Tigard was pretty slack, especially comparing it to other
surrounding communities.
5. Plans for Woodard Park
Next week we will receive plans, from the University of Oregon
Department of Leisure Time and Community Service, for Woodard
Park. A graduate student in ;landscape architecture has been ,
working on these plans for about the past 'four months. ; It is
anticipated that as soon as the plans are received that develop-
work can begin at Woodard Park.

3. Monthly comments and Summary
Due to changes in personnel assignments, the man hours spent
at the treatment plant have increased. The resul s of: which
haveishown up nt of maintenance of equipment
in the improveme
and preventive'maintenance. A good example being performance
of the digester in producing gas for operation of the boilers.

B. STREET AND PARK DIVISION REPORT
1. Street Maintenance:
Installed speed signs on Bonita Road and street signs
in the Burlwood subdivision; swept all curbed streets,
three times this month; 'Graded the south end of Grant
Street and Cantebury Lane; and performed patching for
various streets.
2. Park Maintenance:
Several hours were spent this month burning and clearing
of brush in Woodard Park'. Plans were received from John
Rosenberger for the development of Woodard Park.
3. General maintenance:
The manhours spent in vehicle repairs this month was
higher than usual; repairs were made on tractor, Ford,
Chevrolet, and D-2, other than routine maintenance.
C. ENGINEERING DIVISION
1. Project Status
OEA Sewer line was relocated and changes were made in the
plan. Specifications were completed by Stevens, Thompson
and Runyan, Inc.' The boundaries and assessments for the
OEA project were prepared.
Proposals were received from three firms .for repairs to
the sewer line in the area north of the 'viaduct.
The 98th Street sewer project was shelved as a result of
lack of interest of those `peopl'e at the `southerly end of
98th Street.
Pinebrook-Bonita Interceptor Bids were received and award
was made to' Lord Brothers.
2. Comments and Reports
Several man hours were spent this month on the preparation
of maps and legals for annexations; and preparation of
Graphic Aid for the Tax Base Election.

Gentlemen:
I noted with sorrow the recent passing of Mrs. Beverle Bender
who made many contributions to the City of Tigard.
It was Beverle Bender who sought permission from the City
Council to invite a speaker from the Oregon State Library. It was
she who urged public attendance at that Council meeting, and it was
she who wrote the resolution proposing a public library for Tigard.
In short, she was the founder of the Tigard Public Library.
Mrs. Bender served as an active member of the original Board
of Trustees of the library and as Chairman of that board until her
change of residence outside of the 'city forced her resignation. She
worked untiringly for the promotion of the library and won many friends
for the library project.
As a member of the Tigard Chamber of Commerce and the Tigard
Junior Women's Club, she served the community in a number of other ways,
including services to the Dammasch State Hospital, local blood drives,
"A Christmas Tree for Tigard" project, and many';others. She made her
interest in the community felt while serving as 'Chairman of the
Incorporation of Tigard.
Her contributionstothe life of Tigard will be remembered.
