(a) - City Administrator explained there was incorrect calculation
of front footage on Mr. Bucholtz property. Correct assessment
is for 279.5 feet instead of 287 feet or a difference of $177.47.
City has been;unsuccessful in attempts to collect 'from Pioneer
National Insurance;Company. Citi Administrator recommended
Council authorize change in assessment.
(b) Motion by Councilman Moore to allow reduction in assessment
of $177.47 and amount to be taken out of interest accumulation
of S.W.+Main Street`Improvement;District. Motionseconded
by Councilman Knauss.
Approved by unanimous vote of Council present.
8. 'APPROVAL OF DOUGLAS AND SUE ANN JOHNSON SEWER CONTRACT
(a) City Administrator reviewed contract with Council, pointing
out this property .is outside the'City Limits.: -Residents
would be charged initial sewer service charge of $4.00 per
month and when property is annexed rate would be'reduced to
current city rates. Upon ,sale of property by;Mr. Johnson deed
restrictions will be placed in each contract providing for
annexation to the City when property is contiguous.
(b) Motion by Councilman Bergmann authorizing Mayor to sign contract,
on behalf of City, with Mr'. Johnson. Seconded by;Councilman
Knauss

zone change for January 22, 8:00 P.M. and set 'a fee of $25.00
for extra expense: Councilman Moore, seconded by Councilman
Bergmann.'

(b) Motion by Councilman Moore that City Administrator negotiate and
award bid for coverage on the Public Employees Faithful Perform-
ance Blanket Bond at a reduced rate for $10,000. liability and
x. $50,000. separate bond for the City Recorder-Treasurer;
seconded by Councilman Bergmann.

15. JAIL CONTRACT WITH WASIiINGTON COUNTY
(a) City Administrator reviewed proposed contract with Washington
County, whereby County would charge City $3.00 per day for
care of prisoners. 'Administrator suggested an amendment to
contract to have County repay City for every day trustees
worked for 'County. He also suggested a limit on medical expenses
that can be incurred:while prisoner is in custody.
(b) Council instructed City Attorney and Administrator to study
the matter further and report back.

92' curb cut. The Planning and Zonincj Cor-vision ruled that
Ar.. 'Adkins must comply witi, their previous rulin,t. Mr. Adkins
has appealed this matter to the council for their. consideration.
It Mould be my recommendation to the council that they authorize
a 35' curb cut as access providing :Ir'. Adkins compl-c s %lith
the State 11ignway plan which calls for a 5' sidewalk to be
constructed oil both sides of access into tine property.

per day whereas, in the past the daily average was about
5 pounds.

13. Street and Park Division T: poa-t
1) Street:
(a) Storm Drain Ditches in that area from 98th to Center
Street along Greenburg Road.
(b) Street Signs were installed on 4:+1 1a:[n Street and S�-,1
Greenburg Road. To date approximately 25 signs have boon
installed. Some difficulties have been encountered in
making our own signs. The one Of most concern was the
inability of our machine to make 36" signs,_ which are
necessary for SW Pacific Highway, SW Greenburg, etc. This
problem, however, has been alleviated, as a result, of
the outstanding cooperation with Clackamas County.
(c) Street intersections were sanded each day during the
December snow storm.
(d) Sanding operations were limited to intersections and
where problems existed as a result of the grade of the
road.
2) Park
" (a) All playground equipment in the parks have been collected
for fainter storage and have been inspected for 'repairs.
It was necessary to make four new teeter-totters.
(b) No clearing or burning of brush was completed this month,
however, it is anticipated that during January several
hours will be spent doing these ,jobs.`
3)' Maintenance andrRepairs:
(a) Both pickups were taken -lopto the Lina-Up Sfor
front end alignment and minor repairs due to wear.
(b) Investigation of leaks in the City Hall roof reveal
that it will be necessary to repatch the roof in the
near future.

C. Engineering Division Report
1) Status of Projects: `
Preliminary plans of the QE,'A Project were sent to
Multnomah County for their investigation and 'review.
Doutlas Heights subdivision. Contract is to be presented
to the 'Council on the oth of January 1968. Acceptance of ,
the streets in Burlwood III subdivision tobepresented

2) Comments and Reports;
(a) No traffic counts were takenthis months as a "result
of the adversed weather. Several reports were made
this month. One to the State Sanitary Authority. The
Engineering Department, Washington County and the
( Oregon State Highway Department on road mileage.
(b) Mr. John S. Dickinson will; be filling the Draftsman
position effective January 15, 1968. Iie is presently
with the Washington State Highway Department and lives
in Kelso, Washington.
(c) The Highway 217 designation has been 'taken off the
road to Tualatin and will be used on the Beaverton
Tigard Highway. The old Highway 217 'route is the
Beaverton-Tualatin Highway or SW 85th, Iloffarber Street
and SW lst Street, within the City.
D. Summary
Several hours were; spent this month by myself and Pat Gamroth
in filling the positions of Maintenance Man and Draftsman.
Both of the new employees are considered excellent and will
aide the development of the Public Works Department.

Dear Mr. Kyle:
At the request of the Board of Directors of the Tualatin Rural
Fire Protection District, we have re-graded the fire protection facil-
ities of the District. Since the City of Tigard is part of the Tualatin
Rural Fire Protection District, a re-grading of your community was also
made. Based on the results of this re-evaluation, a revision of the
Circular for the Tualatin Rural Fire Protection District Rate Book is
being sent to the fire insurance agents:
Changes made in the fire protectionfacilitiesare reflected
in the newly authorized rating data.'` Protection` Class 6 is authorized
for dwelling;properties -located within 1 ,000 feet of a standard public
fire hydrant in the general area of Tigard and vicinity which we have
identified as the :'Protected District' on the Tualatin Rural Fire 'Pro-
tection District Circular Page B. This will result in an average re-
duction of approximately 15 percent in the fire insurance rates.
Protection Class 8 will apply in the rating of dwellings
when located more than 1,000 feet from a hydrant.
Protection Class 6 will also be applicable in the rating; of
other properties when located within 500 feet of a standard public fire
hydrant within the 'Protected District'. It will be several weeks before
the rates on specificali;i rated properties' can be released, although
this will be done as soon as possible.
We are enclosing a general recapitulation sheet of the grading'
results and e copy of the Circular Page which identifies the'Protected
District', which we believe you will find of interest.'
