2. PHIL LEWIS SEWER CONTRACT
A. City Administrator presented a proposal (copy attached)
to the Council and Elementary School District Representa-
tives. The Elementary School District was represented bye
Albert Sears, Chairman, and Deb Fennell. Aftez the proposal
was presented, Council and School District representatives
discussed various points. Motion by CouncilmanSaxe to
approve the Phil Lewis Sewer Contract proposal as recommended
by the City Administrator in his memorandum to the Mayor
and Council, of July 12, 1967, with the addition of ,the
following:
If the project cost exceeds the estimated $9,832 by less
than 10%, the overage will be placed into the reimbursable
to the School District category. If the project cost
exceeds 10% of the estimated $9,832 the total 'overage will
be distributed proportionately to the reimbursable category
and theSchoolDistrict share.- Motion'seconded by
Councilman Knauss, and approved by the unanimous vote of
the Councilmen present.
Mr. Albert Sears, the Elementary'School` District Chairman-
reported that the School Board was agreeable to the
proposal adopted by,the Council. '

Subject: Phil Lewis Sewer Contract
The following contract provisions exclude all other proposals
Previously discussed. It is felt that a contract, equitable
to all parties involved, can be drawn based on the following.
Construction Cost:
1075' - 8" Sewer line = $6,350
550' - a" Sewer Line = 3,482
Total. project cost - $9,832
Reimbursement.
Maximum to be reimbursed = $8,332

Source of Reimbursement:
Direct Benefit: - Tax Lots
& Christian) . Properties connecting directivF;to�iker
sewer line constructed by Elementary School District
would pay usual City Sewer Connection fees and in
addition pay a sur charge of 60% of City's Connection
fee to the School District.
Indirect Benefit: All properties connecting or transmit-
ting to sewer line constructed by Elementary School
District: would,pay a'sur charge of 10; of City's
Connection fee',to the School District.
School District Share:
School District share of total project cost '($9,832)
would be $1,5'00 plus interest expense incurred by financing
and carrying project. Based on'experience in sewer con-
nection and development, interest expense is estimated
at_$1,800.
Connection Fee:
City would defer Phil Lewis School Connection fee and would
instead receive theconnection fee from first monies col
lected per above reimbursement schedule.
Duration of Contract: 15 years

Conclusion:
Fair share of sewer construction cost to school district is,
"therefore, 1. Payment of $1,500 for construction of line,
and, 2. Interest expense on money used to construct line.
