zone change appeal on 99-•:r"_ Mayor .Ryle informed audience that this
zoning appeal would come to Mayor and Council on October 10, 1966.

2. PIN"EBROOK SUBDIVISION - The CityAdmi;',istrator explained to the Pine-
brook residents and the City Council the
discussions of the saver'problems in that area with Builder Stan
Adkins and the City, Three alternative methods of financing have
been offered the Builder:
A. Builder finance cost of constructing sewer line from Bonita
Avenue to Fanno Creek.
Contract with City to reimburse at full cost over a 10 year
period at 6/ interest from future connections
Pay the City $8,500 cash immediately.
City charge $250. for future connections, 550.00 for lots
now connected.
City receives all land, equipment and assets of Sanitary District.
B. Builder finance cost of constructing sewer line from Bonita
Avenue to Fanno Creek.
Contract with City to reimburse construction cost up to a 10,
year period at no interest, less :8,500.,_ from future connections.
City charge $250. for future connections
$50.00 for lots now connected.
City receives all land, equipment and assets of Sanitary District.
C. Builder finance:.cost of.constructing .sewer line from Bonita
AvenuetoFanno Creek.
Contract with City to reimburse at full cost over a 10 year
period from future connections.
Depreciate similar to,Paterson Sewer Agreement.
Cityreceivesall land, equipment and assets of Sanitary District.
City charge $250. for future connections; $50, for lots now connected.
Adkins' Proposal:
A. Builder finance cost of constructing sewer line .-'ro^z Bonita
Avenue to Fanno Creek.
Contract with City to reimburse up to 10 years at 8-10% interest
from future connections less $8,500.
City Charge $250. for future connections, $50, for:lots now
connected.
City receives all land, equipment and assets of Sanitary District.
It oras consensus of Council that City proposal #B. was most desirable
and.acceptable to the City.
City;Council felt that Adkins' proposal was not in keeping with
established precedent and policy. It was pointed out by City
Administrator that under Adkins' proposal the City would be in fact
subsidizing the developer because it would not receive money applicable
to connection fees for subdivisions until 'end of the 10 year period'.
Adkins proposal does not take into consideration that the City loses

interest l.r, 10 year period. mr. Adkrr.s was invited to the meeting,
but did not attend. Several r.esidc-r.cs, of Pinebrook were present
includiny Mr, HuIh_mayes and Mr. nan Larson. Discussion terminated
pending reply from Mr. Adkins concernir.; his decision,
