Subject: Employee Cost of Living Wage Increase
On June 15th, 1966, the Mayor and Council instructed me to prepare
e a proposed cost of living wage increase for the City of Tigard
employees.
In approaching the subject, there are various alternatives which
can be followed. The most commonly used meth.>ds are a percentage
increase for all employees or readjustment of the pay ranges.
My recommendation to the Mayor and ,Council would be that the pay
ranges be readjusted for all employees except the City Administrator
and City Engineer. Attached you will find copies of the present
pay ranges and the proposed new pay ranges which, if adopted, would
be effective on July 1, 1966.
As the Council is aware the economic situation in our area has
changed significantly within the past few months and there is'a
high demand for employees. The unemployment rate in Washington
County for the past-8 months has-been about 1/ of the .labor force.
This means that it is-a sellers market as far as employment is
concerned.
It is proposed that department heads be raised $15.00 per month;
Police Patrolman $30.00 per month; Clerk Stenograph II $15.00 per
month; Clerk Typist I $12.00 per month, Plant Operator $20.00
per month;'Maintenance Man II $20.00 per month; and Maintenance
Man 2 $18.00 per month.
As can be seen the largest pay: increase is proposed for the Police
Patrolman. The present pay range is $420. to $510. The new pay
range calls for a range of $450. to $540.
It is my feeling that this position warrants the most increase
due to newly;,established ranges recently adopted by surrounding
cities. The following are the ,policemen's ;pay ranges in the
surrounding cities.
1. Multnomah County $620. to $750.
2. Portland Police Department $580. to $640. .
3. Lake Oswego $450. to ;$570.
4`. Washington County $420. to $600.
5. Beaverton'$425. 'to $525.
The proposed,pay ranges and adjustments, I feel are fair and
equitable to the employees and will result in maintaining our
present quality of employees.
Contingencies in the various funds will more than cover this
added expenditure.
