Memorandum to Mayor and Council January 10, 1966
Subject: Analysis of Engineering Costs July to December.
Several weeks ago it was proposed that the Mayor and
Council of Ti�.ard give consideration to the hiring of a
full-time City Engineer. At that time the Mayor and
Council requested additional information be provided
before reaching a decision. This tck c has now, been
researched by the City Administrator and Mr. Gilbert
Meigs of Stevens and Thompson, in an attempt to ascertain
the economies of a staff vs. consulting engineer. From
this study the following information is presented.

The first column represents work that could have,been
accomplished in the past six,months.period by a staff
engineer. The second column represents work that a
consulting engineer or additional technical personel
such as draftsman and inspectors would accomplish.
The figure of $7,195.75 represents 974 hours of work.
in that same period a staff engineerwouldhave been
available for 1,002 hours of work. It should be noted,
"however, that the advantages gained from having an
engineer available ;at all times are intangible and "a
price tag cannot be placed on this time.
Funds are available in the present fiscal year Road
Department Budget that could pay for this additional
employee. The recruitment of a;qualified City Engineer
will be extremelyrdifficult due to the' competetive'market
for engineers. It is proposed that aJsalary; range of
$625.00 to $725.00 per month be adopted. If an in-
dividual started March lst at $625.00 it means that
$2,500.00 is needed this -fiscal year for his salary.
RECOMMENDATIONS: It is therefore recommended that the
City Administrator be authorized to begin recruiting
immediately for this staff engineer.

PROPOSED STATEMENT OF ANNEXATION POLICY
CITY OF TIGARD
OREGON
The City of Tigard, Oregon, through its elective officers,
the Mayor and Council, extends a cordial welcome to the owners and
residents of area contiguous to or in the near vicinity of the
corporate limits of the City of Tigard, and in support of this atti-
tude do hereby make this policy pronouncement with respect to annexa-
tion of territory to the City of Tigard:
The policy of the Mayor and Council of the City of Tigard is
to ;encourage the annexation of any area contiguous with the city
boundaries of Tigard. .These elective officials affirm their oft-
expressed belief that annexation of suitable areas in the vicinity
of Tigard is essential to the economic wellbeing and orderly develop-
ment of the entire Tigard community both within and outside of the
present boundaries of the city, and that annexation will be mutually
beneficial to the residents of contiguous territories as well as to
the present population of the city.
Through annexation necessary services, orderly development
and community betterment will be afforded to the fringe area resi-
dents. : Some of these benefits include;police protection, park develop-
ment, library;services, street lighting, building inspection, zoning
and planning as a part of the community, and the right of participa-
tion in the local governmental activities of the Tigard area.
To clarify and make certain the present attitude of the City
of Tigard with respect to areas potentially interested in annexation
the Mayor and Council of Tigard make these policy pronouncements:
1. Available city services will be effective in annexed '
areas immediately upon the conclusion of annexation proceedings;
2. Pre-existing zoning as established by Washington County
will continue in force until translated into the most comparable
city zoning. Non-conforming uses of property pre-existing the
annexation will be continued by the city in accordance with apps
- rr_-
cable laws and regulations
3. The city will consider itself bound by all pre-existing
legal commitments issued by Washington County, including county
building permits, septic tank permits and other regulatory authori-
zations.
4. In accordance with established procedures upon request
of the requisite number of,residents of such areas, subject to the
economic feasibility and engineering aspects, the city will furnish
sewer collection and disposal facilities to newly annexed areas
within a`reasonable time after annexation.
5. The Mayor and Council of Tigard pledge to 'maintain an
open-minded and progressive attitude at all times in relation to
problems of the surrounding area and of the city, and do hereby
express their whole-hearted interest in the health,, wellbeing and
economic development of the Tigard community both within and out-
side the limits of the City.
A fully cooperative, unselfish and public-spirited attitude
may be expected on the part of the City administration at all times
in its efforts to solve the many problems affecting our; rapidly
growing community.
