The meeting was called to order at 700 P.M. by Mayor kyle
who opened the meeting with the pledge of allegiance. Mayor
Kyle naked for corrections, additions or omissions to the
minutes of the meetings of August 23, 1965, September 2, 1965,
and September 7, 1965, -Mone being offered the minutes were
then approved.
Mayor Kyle naked if there was any correspondence to be brought
before the Council.
Mayor Hylas we will now open the bids for the Center Street
Improvements. The bids were opened and read by Attorney
Anderson. The three bids were accompanied by the required bid
bond in the amount of 5% of the bid, and conforming to the
specifications outlined in the.plans.

Councilman Klocks I moves that we accept the low bid, subject to
the approval of the City Engineer and City,Attorney, and delete
item 07, curbing. Motion seconded by Councilman Woodard. Upon
call for vote the motion was unanimously approved by Council,';
all members being present.
Councilman Bergmanns The auditor, Mr. Chvatal, should have the
audit ready by October 11, 1965.
I would like approval of our janitorial service with Walt
Warren. We have been dissatisfied with Expert Janitorial
Service and would like to make this change.
Councilman Xlacks I move that we accept the janitorial contract
with Walt Warren Janitorial Service for $35.00 per month. Motion

seconded by Councilman Woodard. Upon call for vote the motion
was unanimously,approved by Council, all members being present.
Councilman Klock: The fire station is going to do some
remodeling, and I would like to recommend that we omit the
permit fee for them.
Councilman Klock; I move that we waive the building permit fee
for remodeling the Fire Ball.- Motion seconded by Councilman
Bergmann. Upon call for vote the motion was unanimously
approvad'by Council., all members being present.
Councilman Shinns I have a report from the police department
requesting that we accept bids for a new police car. I would
like to postpone this until the City Administrator. arrives.
I would also like to recommend that we have one of our
city employees attend the traffic court meetings that are
held on the 2nd and 4th Thursday of each month.
Councilman Shinn: I move that we ask Doris Hartig to attend
all court sessions on the 2nd and 4th Thursday of each month
at a salary of $1.95 per hour. Motion seconded by Councilman
Bergmann. Upon call for vote the motion was unanimously
approved by Council, all members being present.
Mayor Ryle: I would like to recommend that we hire h7r. Robert
K. Logan as City Administrator_for the City of Tigard.
Councilman Woodard2 I move that we accept Mr, Robert K.
Logan as City Administrator for the City of Tigard at a
salary of $6,000 per year, starting date on or, about October
15, 1965. Motion seconded by Councilman Klock. Upon call
for vote the motion was unanimously approved by Council, all "
members being present.
Mayor Kyle: I have received a telephone call from Mrs`. Ruff,
11710 S.W. Warner Avenue requesting;a street light on S.W.
Warner. Mrs. Ruff states that there is a:lot of activity
going on in this area. ' I have contacted Portland General
Electric, and a street light can be 'mounted on S.W. Warner
Street at a cost of $3.25 per month. A 7000 lumen mercury
vapor luminaire light was recommended.
Councilman Woodard: I move that we install a street light
on S.W. Warner Avenn%e. Motion seconded by,Councilman
Bergmann. Upon ca:.''. for vote the motion was unanimously
approved by Council, all members being present.
Mayor Kyles` I would like to postpone the ripening of the
bids for the lawn mower until the City Administrator takes
office.
Councilman Klock: I move that we defer opening the bids for
the lawn mower until the City Administrator arrives. Motion '-
seconded by Councilman Woodard. Upon call for vote the' ,::otion
was unanimously approved by Council, all members being;preeent.
Mayor Kyle: We have a request from Rip°s Restaurant for a
Beverage License.

and charge the date of the Public Hearing from October 11,
1965, to October 25, 1965. Motion seconded by Councilman

Mr. Meiges. The plans for the sewer line to serve the
annexed area along the Fjgh.;,a• ar�., completed and the spec...
ifications are being printed, and easements are being ,ac-
g3Ared for that line.
I have been informed by the Project Engineer of the
Metzger Sanitary District that there are some people who
live near North Dakota Street who have contacted the M�4tzger
District regarding sewer service despite the fact that; these
people live in the City of Tigard, It would not be feasible
for the City of Tigard to serve these people. The Metzger
Sanitary District is constructing sewers at the present time:
and could arrange to have these people served at a very good''
price. However,:they will not provide this service until
it is cleared by;the City of Tigard,
The recurring problem of the City's ignorance of :ewer
installation in meas intending to eventually annex may lead
to a situation wI , ,'ou may feel. that you have to accept
completed sewer systems that are below your standards or of
questionable construction. I feel that some arrangements
sho:ild be made for plans to be checked, and notice should be
given the City before these jobs are under construction so
that the City will know what is coins on.
Mckyor Kyle, We should write a letter to Commonwealth ask®
' ince them to conform to the contract. We 'should also have a
'i mceting with Mr. Thatcher and Mr. Roney. Mr. Meigs, At",rney
Anderson and I will draft a memorandum regarding the sewer
installations i.n areas intending to`annex to the City.
