Kyle; Councilmen E. A. Woodard; F. H. Bergmann, C. E. Klock, Sr.; D. W. Shinn and City Attorney F. A. Anderson Mayor Kyle called the meeting to order at 7:30 P.M. and opened the meeting with the pledge of allegiance to the flag. Mayor Kyle: Did everyone receive copies of the previous meeting. Are there any corrections, deletionsoradditions.' If not, the minutes stand approved as distributed. At this time I would like to call on Councilman Beramann to give us a report in regard to the hiring committee for the position of City Recorder. Councilman Bergmann: We have the notice published both locally and in the County. All applicants are to have their applications in by the l5th of February. Mayor Kyle: _I would like to have a report on the engineer's study from Councilman Klock. Councilman Klock: In regard to the sewer plant, we :had no failure as such in the sewer plant. We did have a water' problem created by a temporary pump we had at the plant and is only there during the course of construction. In regard to the sewer fine on the Paterson tracts, there were areas where there were certain leaks. This sewer line is being constructed and there were areas or possible openings, that could cause water in flooding conditions like this. It would seem to me it could be a partial failure on the engineer's part failing to put a plug in the sewer line. The report indicated two of our manholes should be raised however these were built according to specifications and if Council wishes they could be raised at $25.00 afoot or for the two raising 2 feet apiece, for $100.00. The man hole covers that were orf o,: the Paterson tract,however, none of this would have given us any problems if the plugs were in the sewer. A study on the storm'sewer system should be made. Councilman Klock reviewed the situation with respect to complaints by the residents at Knoll Drive against the Page i' - 1-25-65' NIENEM son Irvington Machine Works. He then read a letter from Irvington Machine Works describing various improvements. They are trying to cooperate with the neighbors. I would suggest a letter be sent to Irvington Machine Works thank- ing them for the work they have done, to show our appreciation. Councilman Klock: I have a letter from Mr. George Sitton, 9940 S.W. Johnson Street (reading letter of complaint regard- ing 12525 S.W. Grant Avenue, the new occupants are using area for truck storage and maintenance garage) I will in- vestigate this and make a recommendation at our next Council meeting, Mayor Kyle: We will have Councilmen's reports. ' Councilman Woodard. Councilman Woodard: I would like to report the County has surveyed Main Street and I am waiting their report. Also I would like to get Council's approval of the streets that are to be repaired this year; 92nd from Greenburg to Dakota; Johnson Avenue from the Highway to Brookside; Grant Street from Tigard Avenue, to the school yard; Walnut Avenue from the Highway to the City Limits; that will only leave 94th Street and a piece of 91st and Tigard Avenue which will be the only streets remaining after this years' repairs, except of course Main Street. On the storm sewers, I met with Councilman Klock in regard to storm sewers on Greenburg Road, Center Street and the Plaza grounds. 1 Council then discussed the storm sewer situation in various parts of the City. Mayor Kyle suggested Council ask Mr. Meigs for an estimate how much it would cost to lay;out a storm sewer system in-the City; to gather the facts as to what storm secrersexist and what would be required for an expanding area. If we do this we should then have a basic plan for the future. Councilman Bergmann: I would move the City Engineer be instructed to,study the existing storm sewer system and how much it would cost and report to the Council some workable program for it and it's cost. Motion seconded by'Councilman Shinn. Upon call for vote motion was un- animously approved n-animously `approved by Council all members'being present. Councilman Woodard stated he would write the Tigard Plaza with respect to installing storm sewers and report back to Council. Mayor Kyle: Sometime ago the Council discussed:the ` feasibility of,applying for a $20,000.00 grant, at that time it was solely for the purpose of building the Ash Street Bridge. I checked into this Grant sometime back and' was advised',this Grant is available for bridge Page 2 - '1-25-65 construction, road construction, street construction any- where it nywhere'it was felt a traffic problem does exist. It was suggested to me by the Engineer's Office that rather than apply for one specific project on which you would either be granted or not granted up to $20,000.00 that we should apply for 4 or-5 various projects and in case one was turned down they could go to the next one, etc. and that would give us rather than one particular item, 4 items and if they;saw fit and funds were available and we fell in line that we could receive this $20,000.00 grant. I wonder if we might ask Councilman Woodard to suggest 3 or 4 projects we may apply .for and see if this Council deems it feasible to go ahead and apply. We have until July 1st for this year. Councilman Bergmann: Last Monday we met with our Auditor briefly and the audit report is quite satisfactory and the books are in excellent condition. We have this tape recorder here that we are using tonight and the cost is $132.00. I would move that we purchase said tape recorder for $132.00. Seconded by Councilman Woodard and upon call for vote was unanimously approved by Council all,members being present. Councilman Bergmann: The copy machine cost $225.00 plus our old machine. I would move that we purchase this machine. Motion seconded by Councilman Klock and upon call for vote motion was unanimously approved all members being present. Councilman Berrmann: We have a time deposit that expires January 27, 1965 for'.$5,000.00 in General Fund and I.woulc'. move that we purchase an t?3'.ti.onal time deposit for $5,000.00. Seconded;by Councilman Klock. Upon callfor vote was unanimously approved by;Council all members be- ing present. Councilman Bergmann reported the cost for an additional telephone line for City Hall, current cost $21.05,_additional line $31.05 per month, installation charges $45.75. This would include ,the button system. r' Councilman Shinn: I would move that in the event the price of: the two trunks would be '$31.05'per month plus installation charge that we go ahead and mal-,o the arrange- ments. 'Motion seconded by Councilman Klock. Upon call for vote was unanimously approved by Council all members being present.; Councilman Bergmann:= I would like to see the Mayor 'appoint a°Committee to estimate the cost of putting some partitions in the business office. Mayor Kyle: I would like to appoint Councilmen Bergmann, Klock and myself torbring back a plan for room partitions inside 'City Hall. Page 3 1-25-65 Attorney Anderson then administered the oath of office of Patrolman to R. M. Goodrich. Officer Goodrich has completed his probationary employment and is now a permanent employee of the City. Councilman Shinn: in regard to the letter of application to the Oregon Insurance Raising Bureau, a formal letter was written requesting re-grading for the City of Tigard I have a letter from Officer Goodrich in regards to the treatment received by Mr. Bargenstos. His report states the County Officers were working in the line of duty. Art Mason requested City Council give some attention to our streets. I have asked our Police Chief if he would be alert to trucks that might be dropping dirt on the streets in excessive amounts and I am investigating the possibility of having our streets swept occasionally. Councilman. Klock: In regard to the Planning Commission, there is one vacancy on the Commission and I move that Council approve the appointment of Jim Aitken to the Planning Commission for a term of four years. Motion seconded by Councilman Bergmann. Upon call for vote motion wasunanimouslyapproved by Council all members being present. Mayor Kyle: I have a resignation from our assistant down at the plant, Dick Janoe, who resigned as of February 1st. Councilman Klock: I move we accept the resignation of Dick Janoe. Motion seconded by Councilman Woodard. Upon call for vote motion was unanimously;,approved:all members being present. Councilman Klock: I move we approve the hiring of a part- time employee to work at the sewer;plant at a salary not to exceed $200;00 per 'month for a 20 hour workweek. 'Motion' seconded by Councilman Woodard. Upon call for vote motion was unanimously approved all members being present. Mayor Kyle: As you know our Chairman of the Tigard Beauti- fication "Committee resigned. I would like to ask the members of this committee to meet and bring back their recommendation for a new Chairman.to Council. I have a proposal from our City .inspector, Plant Engineer, and City Engineer in regards to additions on our present sewer plant expansion. First, approve:$375.00 for a new roof for the plant; $400.00 for 100 foot of curb, pipe and a catch basin; $200.00 for a change in 12 inch gravity line; $200.00 ,for sidewalks around the old clarifier, $200.00 for a new refrigerator; $100.00 for miscellaneous expense including moving gas meter and piping from in',front of :the building. Page 4 - 1-25-65 n Councilman Woodard: I move we approve up to $1500.00 for the additions at the sewer plant expansion.. Motion seconded by Councilman Klock. Upon call for vote motion was unanimously approved all members being present. Mayor Kyle: I have a letter from Everett L. W .gins re- questing an extension of time until July 4, 1965,on his contract to improve the sewage treatment plant. Under the present conditions of his contract the completion date is May 30, 1965. The requested extension is 35 calendar days. He is asking that Council take note of this at this time and consider it again in May when the actual date of completion may be better estimated. I, have a letter from Mr. Willock (reading letter) re- garding the sanitary system at Viewcrest'Terrace. The system has been completed and tested by our City Engineer and found to be acceptable. Mr. Willock requested City Council pass a resolution accepting jurisdiction and responsibility. I also have a letter from Stevens ,and Thompson'recommending acceptance of the sewer system. (reading letter) =I have a Resolution to offer City Council in this re- gard. Mayor Kyle then read the Resolution a copy of which is attached hereto and made a part of the minutes the same as if copied herein in full. Councilman Klock: I move we approve the Resolution as read. Motion seconded by Councilman Bergmann. Roll 'call of votes resulted as follows: Councilman Woodard, AYE; Councilman - Bergmann, AYE; Councilman Klock, AYE; Councilman Shinn, AYE; ,Mayor Kyle, AYE. City Attorney Anderson reported his progress with respect to annexations (South Tigard Area; N.E. .Tigard Area, part of a road; Adjunct to South Tigard Area, Miller Property) Councilman Klock: We have ;a zone change for Tax Lot 2100 North Tigardville Addition, S. W. Walnut, from C-2 to A-2. ' (reading' letter from Planning Commission) I move we have the public hearing at our next Council meeting February 8, 1965. Motion seconded by Councilman Woodard. Upon call for vote motion,was unaninously approved by Council all members being ,present. Councilman Klock: I have a,letter from the Planning Commission recommending changes in Planning and'Zoning Ordinance 63-6. I-make a motion, we hold a public hearing at our next Council, meeting February 8, 1965. Motion;seconded by Councilman Bergmann. Upon call for vote motion was unanimously approved by council all"`members being present. Page 5 1-25-x65 It was moved by Councilman Klock and seconded by Councilman Woodardthat the public notice be published :in the local paper one time in the publication closest to the hearing. Upon call for vote motion was unanimously approved by Council all members being present. Mayor Kyle: I would like to ask the City Attorney to draft an ordinance in regard to the Library Board changing the membership requirements to five members plus an ex-officio member from the Council. Attorney Anderson: I will 'check into this and rewrite the Ordinance after I have studied the Library Statutes. Mayor Kyle: I would like to make committee appointments. For our employees relations committee, I would'like one member from this Council; one member of our city employees designated by our city employees and one layman to serve as chairman, to bring back recommendations for salary requirements, minimum and maximum pay scale, insurance, etc. Councilman Klock: I move we appoint such a Committee. Motion seconded by Councilman Bergmann. Upon call for vote motion was unanimously approved by Council all members being present. Mayor. Kyle: I would like to appoint Mr. E. Reid, Manager of R. T. & E. Chairman of this Committee. Councilman Klock: I move that we appoint Mr. Earl Reid, Manager of R. T. & E. as Chairman of. Employees Committee. Motion seconded by Councilman Bergmann. 'Upon+call for vote motion was unanimously approved by Council all members being present. Councilman Klock: I move that we appoint Councilman Shinn to represent Council on this Committee. Motion seconded by Councilman Bergmann. Upon call for vote motion was unanimously approved by Council all members being present. Mayor Kyle: I would like to suggest to Council that we appoint a'committee of two Councilmen and our Attorney to deal with annexations. This way people would know with whom they;should consult. %I would appoint Mr. 'Klock,: Mr. Anderson and myself to serve on the Annexation Committee. Councilman Bergmann: I so move. Motion seconded by Council- man Shinn'. Upon call for vote motion was unanimously' approved by Council all members being present. Mayor Kyle: I would appoint Councilman Bergmann to bring a rough `draft back to City Council with respect to publish- ing a brochure giving information about our city government. Page 6 - '1-25-65 Councilman Klock: In regard to inspections I would prefer in my department to have one inspector to inspect sewers, plumbing and building. I would like Mr. Meigs to give us a basil typical drawing of a sewer hookup and give a copy to each plumber. Councilman Bergmann: I move we adjourn.
