MINUTES OF MEETING JUNE 4' 1962
Those present: MayorPhillips, Councilmen Aitken,' Verharen
and Woodard.
Minutes of meeting May 21,-1962, read and approved as corrected.
Minutes of meting May 31, 1962, approved as read.
Councilman Verharen MOVED that the reading of Superintendent
Jane's -report be omitted for this meeting, after discussion
Councilman Aitken SECONDED the motion, and,there was majority
approval,
Councilman Woodard stated report from Charlton,Laboratories not
yet received, and the letter to Mr Catanese of Wild Rhino Restau-
rant regarding fee for use of the garbage disposal was to be
written by Attorney Anderson. There was consideration of bills
to be paid and on MOTION by Councilman Verharen,' SECOND by`Coun-
cilman Aitken, 'bills totalling $2846.98 were approved for payment
{list attached.)
Councilman Woodard had discussed the Charles F Tigard Grade School -
request with Attorney Anderson and it was agreed payment of the
balance,of the sewer assessment and interest,after July 1, 1962,
would be acceptable.
Councilman Verharen read-a letter to be published in the Tigard
Times over,the signature of the Mayorandthe Council in rebuttal
of the previous week's editorial regarding purchase of the vacant
bank building for a city hall (copy attached) .
Councilman Aitken reported having talked with Tualatin 'Rural Fire
District as to what they could offer Tigard in the way of fire`
protection, and they first wanted to check with their attorney;
regarding separation of'joint property. He had not yet talked
further with Beaverton Fire District.` It was agreed further
effort would be made by Councilman Aitken and Mayor Phillips to
get a'letter stating that District's specific offer.
Mayor Phillips requested'Councilman Verharen to check on the
condition of the Scheckla property on Main 'Street, particularly
as to whether it constitutes a'sanitary hazzard.
Councilman Woodard`MOVED'that the sewer service charges on the
Scheckla property on Main Street be cancelled prior to April 1960,
because the 'sc!wer line was not brought up to the 'property line +
until March 1960. SECOND by Councilman Verharen, and approved.
Mayor PhUlips presented notification from the Oregon State Board
of Census regarding enumeration to be:completed by July;1, 1962.
It was agreed that since the City's enumeration had been'complet-
ed less than a year ago,another at this time would not be neces-
sary.
Letter of acceptance of the Sanitary Franchise by Mr Herb Frank
had been received,, together with check for $50.00, covering
January 1, 1962 through :June 30, 1962.

Mayor Phillips reported two more permits issued in May, building
permit at 11785<S W 95th, and a moving permit at 11540 S W High-
way 217. Mayor Phillips anticipates a Planning & Zoning Code
for Tigard will be ready for study about July 1, 1962, including
t' a home building code.
Councilman Woodard called attention to the need for weather-
proofing and capping the trickling filter tank. The Engineer's
report should be ready for meeting of June 18,1962, and Super-
intendent Janoe is getting prices.
Mayor Phillips listed the unfinished business that needs to be
cleared before year end:
1. Street Sub-division ordinance
2. Procedure for meetings
3, voget matter
4. Garbage disposal at Wild Rhino Restaurant
5, Appraisal of bank building
6. Bring ordinances up-to-date
7. Pin down fire protection problem
8 Coupon billing for sewer service
9. Tigard Plaza payment of connection charges
10. Connection of sewers to properties
Councilman Woodard MOVED to adjourn, SECOND by Councilman Verhar
en, and approved.

I The Tigard City Council wishing to clarify some of the reasons
® for the proposed purchase of the former U S; National Bank build-
ing would like to state, in the first place, that it would cost
! at least $60,000 to build a suitable building.
We do not think it wise, or practical, .to plan to burden the
taxpayers with a 'pretentious structure at some future date,
r when we believe the bank building will be ade0' ate for some
years to come
The bank building has adequate room for/offic� wand meeting
facilities. It has a walk-in vault, s l7i C L6 -inN,operation.
This is very ,important as we do not nour.,'have a szife place
to store city records. 1 ; '
The City does not own the Tigard C ' 11.1'�ity Hall, it belongs
to the Tigard Water District.- The Cit"ow pays $30 per month
rent, and if the community � 'll were\ t r'be enlarged to take
care of the City's 'needs th6 %rent would be in excess of $100
per month.

We are asking for a tax 'le in the amount of $18,700 to
cover the cost of the build p`g, redecorating and fixtures.
Because of the increasesassed valuation due to the new
shopping 'plaza and new apartments to be constructed, the
additional burden on the taxpayers would be very small.
We feel very fortunate to have the opportunity to purchase
a building of this ',type at a cost of only $16,000.00. '
We certainly mope that you, the voters, will take all these
thingn into consideration and vote "Yes" on June 15th.
