He stated also that the sewer service charge fcr the r;con-C-M-t a*_

intendent Janoc to read the water meter the 30th of each month, the
charge to be based'on Tigard ,r.=ter District_ rate.

m, Gaarde of. Tualatin Rural Fire District presented the following
facts concerning;tlae answer to our proposal _egerdin�l fine Protection;

Mr Miller and Mr Cap.,:de stated that they doubted whether the people
or the Tualatin Rural Fire District would go for such an increase
for help in the Tigard area. Mayor Phili.ios stated it would not be
for the Tigard area alone, but for better fire protection throughout '
the Tualatin Rural Fire District. It was the opinion of those present
from the Tualatin Rural Fire District that 'there i•as little could be
done without an excessive increase inimillage to the Tualatin Rural
'-Fire:'District.
Mr Miller stated, for the record, that it took 131 minutes for the
fourth truck to come from +*!twt Tualatin to 'a fire on :lighway 217
in Tigard on tiarch 25, 1962, and that this struck was manned by,ra].
volunteers.;-- '^ �,ai' He stated also that ;chat
Tigard needs is more fire volunteers from the business people for
better and faster protection of. the Tigard area.
The Directors and the Chief of the Tualatin Rural Fire District
were thanked for their proposal, and his c:�,ncluded that portion
of the meeting.
Councilman Verharen opened general discussion of the keepirn of
City .records;, stating that we need to simplify our sewer!biiling
by going to=coupon'=books,

Fie also stated that in order to maintain an accurate and up-to-
date set of City Accounts that we should have .'-auditor Savage do
the accounting in the ledgers, and that the clerk do the norm<+1
Office routine ether than the accountinr,. Ile sug,;eted the City
pay Mr,Savage $100:00 Per month for this service until such a
time as the clerk is able to grasp this function, but that no time
limit,be set. Auditor. S=avage stated the maintaining of these enumer
able accounts is no easy function and that to set up the necessary
ledger an+aintain same is of thcutmost importance in city operation.
Fie questioned whether the clerk could perform these duties at the
office,
Councilman Verharen MOVED, SECOND by Councilman
Hanneman, that we
Pay Auditor Savage $100,00 a month for this accountinj serdice
effective March 1, 1962, Unanimous a»proval by the Council„
Councilman Verharen MOVsD, SECOND by Councilman Woodard that we
secure a Safety Deposit Borg for Bond Receipts and other valuable
papers. Unanimous approval. `
_= Auditor Savage stated that the County Treasure- had notified 'nim
of an over-draft on-the South Sanitary District of $156`.09,..
M Councilman Woodard asked that this be,paid from,that District's
Construction Fund, 1
Auditor Savage stated that four check books are to be setup for
use by the City Of Tigard: Ceneral Fund, Sewage Disposal Fund,
Sewage Disposal Construction Fund, and one set up to be used for
miscellaneous fund items, The cost, _$3.45 for 300 checks.
Auditor Savage asked about the status of the City Budget and
Mayor Phillips mentioned that some basic figures have been worked
up and are in the process of being put on the 'form. rAuditor Savage
expressed that he would like to work with May
Phillips on the
}- budget in order to maintain the correct form.
Councilman Aitken MOVED, SECOPID by Councilman Woodard that the sums
of $1.12 and $537,22 be withdrawn from Lighting Districts #1 and #2
and deposited in the ,City of Tigard bank account. Majority a
r` Councilman Woodard suggestedy:approval.
that if there is any surplus :in this
fund that serious consideration be given to it-'s use for the instal-
lation of street lights along Commercial:Street,
* Councilman Aitken to contact Beaverton Rural Fire District to plan
a meeting with them regarding fireprotection ;for the City of Tigard.
