MEETING FEBRUARY27, 1962 MINUTES
Those present: Mayor Phillips, Councilmen Aitken, Hanneman, Verharen'
and Attorney Fred Anderson. Beaverton
Rural Fire District members present were: Messts
Emmons Jersey, Buckmiller and Oleson and from
Tualatin Rural Fire District Messrs McLaughlin, Miller
and Gaarde.
Meeting convened at 7:45 P. M.
Mr Oleson stated that the FireMarshalland the Rating' Bureau '
representatives would hot be present but would be available for
consultation after the City of Tigard's decision as to preference
of Fire Districts.
It was brought to the attention of the Tualatin Rural Fire District
representative that Tigard is more centrally located as to,popula-
tion then is Tualatin, ;and that this should be considered. Mayor
Phillips asked the Tualatin Rural Fire District' representative what
their plans are for Tigard. It was learned no expansion is proposed
at the present for Tigard, but the District expansion is for two (2)_
additional trucks needed in the.future.
Representative of the Beaverton Rural Fire District stated it was
believed Tigard should have a minimum of 1000 gallon pumper and four
paid men for City and surrounding' area' protection. Estimated cost
of this protection would be approximately $30,000 per year at an
estimated millage;rate increase to Beaverton Rural Fire District of
-1 mill (1.4 to 2.4), and this proposal was on annexation to Beaverton
Rural 'Fire'District. The cost to contract for fire protection to
Beaverton Rural Fire District by the City of;Tigard would be different.
It would be based on how much the City of Tigard can afford to pay,
but of course, ,since Tigard's valuation is,approximately,$3,169,000
or 20 per cent of Tualatin Rural Fire District's valuation, Tigard
would receive approximately 20 per cent of Tualatin Rural Fire Dis-
triet's equipment and also 20 per cent of their debt. The repre-
sentative of Tualatin Rural Fire District stated they could also
give ;Tigard the same protection but at an increased millage above
the present i3.2 mills.
Attorney Anderson asked about th e, problems of mutual aid:between
fire districts and it was learned there are no problems, "that-at
the present time the districts have been working in complete
agreement.
Both Fire Districts stated that the City of Tigard:does not knre
the required number of fire hydrants,';nor are they properly spaced
(minimum 500 feet apart).` The main size andcapacity was believed
to be adequate, but both factors are very important to a good
fire''insurance raying.
Attorney Anderson expressed that in ox-der to clarify the 'issue of
Tigard annexing to 'Beaverton Rural Fire District it would be nec-
essary, to: l) withdraw from Tualatin Fire District 2) contract to
Beaverton Rural Fire District, 3) require vote approval of the p@ople
of Tigard for annexation to Beaverton Rural,Fire District, and''+1 the
Beaverton Rural Fire District 'must vote to accept the City of Tigard.'
Beaverton Rural Fire Disgrict representative stated they plan to
build a fire station near Tigard for area protection and that the
Council should keep this in mind, because it would actually"be
duplication.
The Council thanked the members of the two Fire Districts for
attending the meeting and they were dismissed.
The Council members believed the next course of action would be to
contact Tualatin Rural Fire District and presenttheCity of Tigard
requirements of a 1000 gallon pumper and four paid men, and request
what they could factually do for us, even to the point of making
Tigard,it's headquarters or a sub-division. Attorney Anderson ex-
pressed that the City of Tualatin;is not even in the Tualatin Rural
Fire District and Tigard is. Then ifnoagreement could be make
with Tualatin Rural Fire District, Tigard should make further
studies with the Beaverton Rural Fire District.',Councilman Aitken
to contact Tualatin Rural Fire District regarding time and,place
meeting can be arranged.
Councilman Verharen MOVED that the City ofTigardpurchase a new
IBM electric typewriter at a cost of $427.40, SECOND by Councilman
Hanneman and approved.
