MINUTES OF MEETINGFEBRUARY 14, 1962
Those present: Mayor Phillips, and Councilmen Aitken, Hanneman,
Verharen and Woodard. From Beaverton Rural Fire District
Messrs Emmons, Oleson, Wickhm, Platt, DeMille
and Crawford. Guest Ivan Jack
Mr Oleson of the Beaverton Rural Fire District opened the meeting
with the following statistics:
1. Fire Stations:
a) Aloha - 3 trucks
b) Beaverton - 2 trucks, and 1 new ordered (AffiliateG with City of
Beaverton Fire Department)
c) West Slope - 2 trucks g
d) Cedar Mills - 4 trucks (not in Beaverton/FirelDistrict but work
in conjunction with them)

Mr Oleson stated the Beaverton Rural Fire District is proposing a
station near Tigard at Dakota`Street.' If the City of Tigard would
join or contract .to the Beaverton Rural Fire District the present
Tigard Station could be utilized plus a decrease of 10% to 15% in
fire'insurance costs to the City of :Tigard. This would be a savings
to both the City of Tigard and the Beaverton Rural Fire:District plus
better fire protection, according to Mr Oleson. Mr Oleson and Mr Wickam
stated that the below numbered points were the main factor in a lower
insurance rating and these are: 1) Adequate;water supply, 2) Modern
equipment, 3) Adequate man-power, and 4) A training program that is
adhered to.
Mr Ivan Jack asked Mr Wickam who is responsible for maintenance and
mapping location of fire plugs. IK.r Wickam stated that the Fire
District is responsible for these stated points and not the Water District:
Mr Wickam stated that the greatest loss in a fire is in the first 8
to 10 minutes of time, thus the need for a'manned'fire department
to give adequate protection.
It was the general opinion of those members present from the Beaver-
ton Rural Fire District that serious thought should be given by the
City of Tigard to either ,joining or contracting with their district
for fire protection, and that a decision be forthcoming immediately
before their budget is completed for presentation to the public.
The Council believes that decision should be made on this issue and
an immediate study made.' It was agreed a meeting would be held at
the`Tigard-Water Board office at 7:30 P. M., February 27, 1962, the
Beaverton Rural Fire District and the Tigard City Council attending.
Mr"Oleson agreed to hotify the State Fire Marshall and the Insurance
Rating Bureau, requesting representatives attend this meeting.
Councilman Aitken to notify Attorney Fred,'Anderson and Tigard Water
-`Board Superintendent, Jake Lohrenz, requesting their attendance at
this meeting.
Councilman Karl Hanneman reported that he is now a member of the
sub-committee on County Roads and Highways
Mayor Phillips stated that some immediate thought should be given
to more office space for the City of Tigard, since present facilities
are not adequate for present needs, let alone any future needs.
"Since Mr Propst has notified Mr. Ames president of the Tigard Water
Bcard,that he would not be available after April 1st, 1962,4nd it
is questionable whether Mrs Brandon can take care'of both functions,
there is need for not only more help but also more space. Further'
discussion of these matters will be taken up at the Council meeting
on February;19,;1962,
Councilman Woodard stated that when the First National Bank Tigard
Branch is opened,,City funds should be distributed between both
the United States National and-the-First Stational Banks. Exact dis-
tribution to be discussed' at a -later 'meetingl
Councilman Woodard is also to check with Mr 'Harlin,;Hanson of th e
United..States National Bank on 'their drain water 'problem.
Councilman Verharen reported helis preparing' letters to Common
Carrier Truck Lines serving Tigard, and the Freight Rate!Bureau'
notifying of the incorporation of the 'Ci.V. of Tigard.
Mayor Phillips reported receipt of approximately $1,430.00 had been
