Resolution No. 10-19 CITY OF TIGARD, OREGON TIGARD CITY COUNCIL RESOLUTION NO. 10- 1( A RESOLUTION OF THE TIGARD CITY COUNCIL SUPPORTING AN APPLICATION FOR FEDERAL ASSISTANCE FOR DESIGN OF A PEDESTRIAN BRIDGE AND FANNO CREED TRAIL SEGMENT WHEREAS,in 2009 Congress made funds available for transportation projects that create and sustain jobs and stimulate economic health for communities;and WHEREAS, in 2010 more funds may be made available to improve transportation and stimulate job growth; and WHEREAS, the Oregon Transportation Commission (OTC) has set aside $2 million for non-highway projects to Delp Oregon communities and transit agencies have high duality, non-highway improvement projects ready to implement quickly and successfully should new federal stimulus funds become available;and WHEREAS, to accomplish this, the Oregon Department of Transportation needs to quickly identify modal (transit, bicycle, pedestrian, rideshare) program participants that need financial assistance to bring a non- highway capital project to"construction ready" status,and WHEREAS, the goal is to provide Readiness Assistance to projects that can be made construction ready by January 2010 and be completed within a 5-year period;and WHEREAS, ODOT will provide funds for project activities that can include, but are not limited to, scoping, pre-engineering and final design, site work, environmental assessment and approvals, permitting, preparation of bids and contract, jurisdiction agreements, or other pre-construction readiness in order to be ready for construction funding;and WHEREAS, ODOT announced this Readiness Assistance Initiative to local governments and transit providers on March 15,2010;and WHEREAS,March 22,2010,was the deadline for submitting candidate projects;and WHEREAS,Tigard staff identified a potential project in an application. for Readiness Assistance funding;and WHEREAS, this project is engineering design for the"Brown!' segment of the Fanno Creek Trail;and WHEREAS, this project meets the ODOT Readiness Initiative outcome objective of potential to create jobs, meet transportation goals, solve transportation problems, and support existing ODOT programs and partnerships. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: The City of Tigard hereby authorizes submission of an application for ODOT Readiness Assistance. SECTION 2: This resolution is effective immediately upon passage. JPASSED: This� day L 2014.
