Resolution No. 10-12 CITY OF TIGARD, OREGON TIGARD CITY COUNCIL RESOLUTION NO. 10- /J- A RESOLUTION ESTABLISHING A CITIZEN ADVISORY COMMITTEE FOR THE URBAN FORESTRY CODE REVISIONS. WHEREAS,On June 3,2008 Council adopted Comprehensive Plan Amendment 2008-00002 adding an Urban Forest section to the Land Use chapter of the Comprehensive Plan;and WHEREAS, On November 10,2009 Council accepted the Urban Forestry Master Plan through Resolution 09- 69;and WHEREAS, the Urban Forest section of the Comprehensive Plan contains urban forestry goals, policies and action measures to be implemented through development and municipal code updates as recommended in the Urban Forestry Master Plan;and WHEREAS, Council has directed staff to form a Citizen Advisory Cotrunrittee to advise staff and seek consensus solutions during the urban forestry code update process;and WHEREAS, the issues related to the health of the urban forest cross over a diverse range of interests and will benefit from thoughtful consideration by individuals representing those.interests. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: The Urban Forestry Code Citizen Advisory Committee is hereby established to advise staff and seek consensus solutions during the urban forestry code update process. Its membership shall include representatives of those categories listed below: Representatives from existing boards and committees (Up to G) Representative from the development community (2) Representative from the environmental community (2) Representative from the landscape/arborist profession (2) Citizens at large (3) SECTION 2: The mission of the Citizen Advisory Committee is to: (1) Create an environment conducive to multiple and diverse opinions and ideas. (2) Review and comment on draft code language prepared by staff;and (3) Ensure the urban forestry code is consistent with and supportive of the applicable goals,policies,and actions measures in the Comprehensive Plan and the recommendations in the Urban Forestry Master Plan;and (4) Promote public understanding of the proposed urban forestry code. SECTION 3: The Citizen Advisory Committee shall: (1) Convene at least six meetings conducted by a third party project facilitator; (2) Convene in at least one facilitated workshop to promote public understanding and receive meaningful public input; (3) Consider all written and oral input received by the public; (4) Seek to achieve general consensus on code provisions,if consensus cannot be reached then decisions will be made by a majority vote; RESOLUTION NO. 10 - JZ Page 1 (5) Assure respect and consideration of the viewpoints of others;and (G) RecoiTimend to Council removal and replacement of members unwilling or unable to adhere to the protocol described above. SECTION 4: Tlie City's Associate Planner with expertise in public involvement is assigned as staff liaison to the Citizen Advisory Committee. Other City staff will be used to support the Committee's activities as deemed necessary throughout the entire process. ' SECTION 5: The term of service for the members of the Citizen Advisory Committee shall expire after adoption of all rirban forestry related development and municipal code provisions. The Committee itself shall also be terminated at that point. SECTION : This resolution is effective immediately upon passage. PASSED: This day ofCL LC� 2010.
