TIGARD CITY COUNCIL
RESOLUTION NO. 09- 90 .
A RESOLUTION OF THE TIGARD CITY COUNCIL SUPPORTING SJR 29 OF THE STATE
LEGISLATIVE ASSEMBLY TO. CREATE A RESERVE FUND TO PROVIDE FUNDING IN
RESPONSE TO ECONOMIC DECLINE.
WHEREAS,the Tigard City Council adopted 2009 Council Goals on January 13,2009;and
WHEREAS,City Council Goal#4 is "Continue supporting the Legislature in addressing the financial needs of
Oregon State and local governments";and
WHEREAS, the Task Force on Comprehensive Revenue Restructuring met during the legislative interim to
develop recommendations to the Senate Finance and Revenue Committee on Revenue Restructuring;and
WHEREAS, the Oregon Rainy Day Fund/Forecast methodology change proposal is based on a
recommendation from the Task Force to establish mandated savings from surplus revenues;and
WHEREAS, SJR 29 as introduced, establishes a mandated savings rate from excess revenues, and adjusts the
total amount of excess required to activate a return to corporations or personal income taxpayers;and
WHEREAS, SJR 29 if adopted,would provide a more stable reserve fund for the State of Oregon to provide
funding for state services to all citizens of Oregon during periods of projected or actual economic decline.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: SJR 29 as introduced,is in support of the City Council Goal#4 to "Continue supporting the
Legislature in addressing the financial needs of Oregon State and local governments."
SECTION 2: The Tigard City Council hereby expresses its support for SJR 29 as introduced, and
encourages its passage by the Legislative Assembly.
SECTION 3: This resolution is effective immediately upon passage.
