A RESOLUTION REAPPOINTING ALICE ELLIS GAUT, CAROLYN BARKLEY, .AND
THOMAS MURPHY Y A VOTING MEMBERS TO THE CITY CENTER. ADVISORY
COMMISSION,AND REAPPOINTING ALEXANDER CRAG AD AS AN ALT`ERNATE
WHEREAS,in 2006,Tigard voters approved Urban Renewal and Tax Increment Financing for use in
the Downtown;and
WHEREAS, the City Center Advisory Commission consists of 9 members appointed by City Council:
to act as an advisory body to the City Center Development Agency, the Urban Renewal Agency for the
City of Tigard; and
WHEREAS, there are currently 3voting member vacancies and 1 alternate vacancies on the City
Center Advisory Commission;and
WHEREAS, the incumbent Comnvssioners' have applied for reappointment to the City Center
Advisory Commission;and
WHEREAS, the Mayor's Appointment Advisory Committee interviewed several candidates and
recommends reappointing Alice Ellis Gaut, Carolyn Barkley, and Thomas Murphy as voting members
to the City Center Advisory Commission; and reappointing Alexander Craghead as an alternate.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: Alice Ellis Gaut, Carolyn Barkley, and Thomas Murphy shall be reappointed to the
City Center Advisory Commission as voting members to terms which expire on
December 31,2011.
SECTION 2. Alexander Craghead shall be reappointed to the City Center Advisory Commission as
an alternate to a terra:which expires on December 31,2009.

BIOGRAPHICAL INFORMATION
Alice Ellis Gaut has a Bachelors of Fine Arts degree and a Doctor of Jurisprudence degree.
She is the current Chair of the City Center Advisory Commission and has been involved
with the Planned Development Review Committee, the Fanno Park and Plaza Master Plan
Steering Committee, and TakeBackTigard. She is also a foundling board member and Vice
President of Portland Regional Educational Telecommunications Corp, a board member and
Vice Chair of Earth and Spirit Council, and has been`a security staff volunteer for the
Oregon Country Fair for 20 years. Alice has lived in Tigard for over 12 years.
Carolyn Barkley has lived in Tigard for 23 years. She has been the owner of A Antique
Barber Shop in Downtown Tigard. since 1991. She is a current Commissioner on the City
Center Advisory Commission and has previously been involved with the Commuter Raid
Station Design Committee and the'Tigard Downtown Task Force.
Thomas Murphy has been an attorney since 1978. He has a BA in Sociology from Ohio
State and a law degree from the University of Oregon School of Law. ITe is a current
Commissioner on the City Center Advisory Commission. He is also currently on the Board
of Directors for Community Partners for Affordable Housing and was on the Beard of
Directors for ASAP Treatment Services from 1990 to 1995. He was an Executive
Committee member for the Oregon State Tsar Construction Lav Section from 1990-95 and
Chairperson from 1994-1995. Tom has lived.in Tigard for 14 years.
Alexander Cra head has lived in Tigard for 29 years. He is currently a student at
Marylhurst University majoring in journalism. He has served on the City Center Advisory
Commission, both as a voting member and as an alternate. He has also been involved with
the Tigard Downtown Task Force and the 'Tigard Beyond Tomorrow visioning task force.
