TIGARD CITY COUNCIL
RESOLUTION NO. 08-
A RESOLUTION ESTABLISHING A C3TIZEN ADVISORY COMMITTEE TO GUIDE TEE
PREP' TION OF THE URBANFORESTRY MANAGEMENT PLAN AND DECIDING THE
MEMBERSHIP OF THE COMMITTEE.
I-iEREA , on,dune 3, 2008, Tigard City Council voted to approve Comprehensive Plan Amendment 2008-
00002 adding an Urban Forest section to the Land Use chapter of the Comprehensive plan;and.
WHEREAS, Goal 2.2 Policy 11 states, "The city shall develop and implement a citywide Urban Forestry
Management flan,and
WFIEREAS, on August 12, 2008 Tigard City Council authorized staff to begin implementation of policy 11;
and
-TEREA , a Citizen Advisory Committee is required to guide the preparation of the plan and to present the
completed plan to City Council; and
Wf-IEREAS, Resolution 08-47 amends the process to form and appoint members to limited duration Citizen
Advisory Committees.
NOW,THEREFORE,BE IT RESOLVED bythe Tigard City Council that:
SECTION 1: The Tigard Urban Forestry Master Plan.Citizen Advisory C)mmittee is hereby established to
guide the preparation of the plan. Its membership shall include representatives of those
categories listed below
Tree Board(7)
Hoebuders (1)
Residents/Business Interests At Large(3)
SECIION 2: The mission of the Citizen Advisory Comnittee is to:
(1) Review and comment on draft plan materials prepared by staff;and
(2) Guide the preparation of the plan to ensure that the proposed plan meets community
needs;and
(3) Promote public understanding of the proposed plan.
SECTION 3: The Citizen Advisory Committee shall.
(1) Participate in at least six meetings conducted by staff;
(2) Pat ticipate in up to three public forums to provide the public with an opportunity to
review the progress of the project and offer comments;
(3) Consider comments received by the public;and
(4) Present findings and recommendations to City Council upon completion of the plan.
SECTION 4: The Arborist is assigned as staff liaison to the Citizen Advisory Committee. Other City staff
will be used to support the Committee's activities as deemed necessary throughout the entire
process.

SECTION 5; The term of service for the members of the committee shall e)Tire after completion of the
plan and presentation to City Council and the committee itself shall be terminated at that
point.
SECTION b. This resolution is effective immediately upon passage.
