Resolution No. 08-09 CITY OF TIGARD, OREGON TIGARD CITY COUNCIL RESOLUTION NO. 08- ( � A RESOLUTION ESTABLISHING AND APPOINTING MEMBERS TO THE COUNCIL SERVICE TASK FORCE WHEREAS, the Tigard City Council has discussed the need to attract candidates to consider serving on the Tigard City Council;and WHEREAS, the Tigard City Council members recognize it is beneficial to the interests of the community for local officials to represent the City of Tigard by attending local and regional meetings on a consistent basis;and WHEREAS, to better understand local government today elected officials find it valuable to invest time for training and education regarding state and local requirements applicable to government officials and entities. and WHEREAS, the Tigard City Council identified and implemented programs and sponsored events to educate Tigard residents on City government and the need for community leaders to step forward to serve on the City Council;and WHEREAS, the Tigard City Council wishes to create a citizen task force to conduct a review of the requirement for Council and to make recommendations on what incentives or procedural changes,if any,might be made to attract Mayor and Council candidates. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: The following individuals are hereby appointed to the Council Service Task Force: Myrna Boyce,Mark Haldeman, Sydney Sherwood,Jason Snider,and Sue Yesilada. SECTION 2: The Council Service Task Force is charged with reviewing requirements for individuals to serve on the Tigard City Council including the procedures for filing as a candidate and then, once elected, the expectations for the Mayor and City Council members with regard to time commitments, stipends, benefits, education and training required to become familiar with local issues and state and local regulations regarding ethics laws, land use laws, open meeting law,public records law,legislative hearings,and quasi-judicial hearings. SECTION 3: The Council Service Task Force is further charged with making recommendations to the Tigard City Council and Budget Committee, if appropriate, regarding proposed procedural changes or incentives to attract candidates to serve on the Tigard City Council.
