Resolution No. 02-54 CITY OF 'TIGARD, OREGON Resolution did not pass. Vote of Council: 2 yes, 2 RESOLUTION NO. 02- J , no A RESOLUTION DIRECTING STAFF TO PREPARE AN ANNEXATION PLAN FOR THE BULL MOUNTAIN AREA FOR COUNCIL'S CONSIDERATION. WHEREAS, one of Council's goals is to establish an annexation policy for unincorporated non- island areas; and WHEREAS, the City of Tigard, along with Washington County began analyzing annexation issues of the Bull Mountain area in March 2001; and WHEREAS,the Bull Mountain Annexation study was completed in December 2001; and WHEREAS, a survey of registered voters in the Bull Mountain area and the City of Tigard was conducted in July 2002; and WHEREAS, ORS 195.220 authorizes"annexation plan"type annexations, which allows territory to be annexed if a majority of the voters in the area to be annexed and the annexing jurisdiction vote in favor of the annexation plan; and WHEREAS, Council has determined that an annexation plan is the most efficient and effective means to provide Bull Mountain and Tigard residents the opportunity to decide on the issue of annexation, while addressing the City of Tigard and Washington County's goal to cooperatively develop a course of action; and WHEREAS, Council determined that the November 2003 election is the earliest election to consider an annexation plan in accordance with statutory requirements, NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: Council directs staff to begin preparing an annexation plan in coordination with Washington County for the November 2003 ballot. SECTION 2: The timeline attached as Exhibit A is the generally accepted timeline to accomplish this task. SECTION 3: This resolution is effective immediately upon passage.
