Resolution No. 99-74 i 0 ' CITY OF TIGARD,OREGON RESOLUTION NO.00_—i A RESOLUTION TO INCREASE THE NEIGHBORHOOD AND COMMERCIAL AREA SEWER EXTENSION PROGRAM FUNDING LEVEL. WHEREAS,the Tigard City Council adopted an amount of$3('00,000 for Sanitary Sewer Projects in the Capital Improvement Program Budget for FY 1999/00;and WHEREAS,$500,000 was approved for the Neighborhood and Commercial Area sewer extension projects;and WHEREAS,the amount of$2,295,000 was set aside as reserve for capacity upgrades as those upgrades are iduniii- and WHEREAS,the need to include the Sewer Reimbursement District at the Walnut/Tiedeman Intersection Realignment Project has required obligation of more than half of the$500,000 set aside for FY 1999/00; and WHEREAS,the Beveland Street and Hermosa Way sewer extension project also needed to be constructed because of the pending street improvements on Beveland Street required as a condition of the development of the Phil Lewis Elementary School site;and WHEREAS,the construction projects in FY 1999/00 include the continuation of two reimbursement districts formed in FY 1998/99;and WHEREAS,the interest in formation of sewer reimbursement districts has been greater than anticipated during FY 1999/00 resulting in the formation of additional sewer reimbursement districts;and WHEREAS,the combined total of the sewer reimbursement district projects,both formed and pending formation,approaches$800,000;and WHEREAS,the Tigard City Council,in the interest of promoting environmental health and quality, desires to encourage and continue the program for extension of sanitary sewer service to those areas of the City of Tigard yet unsewered;and WHEREAS,increasing the funding level for the Sewer Extension Program to$900,000 would allow the current sewer reimbursement district projects to be completed this calendar year,and would provide sufficient funding for contingencies and the possible formation of one or more small districts prior to the end of FY 1999/00;and WHEREAS,the payments by the residents upon connection,as reimbursement to the City for their fair share of the sewer extension costs,are deposited into the Sanitary Sewer Fund and could be made available for future projects in FY 2000/01 and beyond. RESOLUTION N^.99:z/ ® Page 1 NOW,W,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: The funding level of$500,000 adopted for the Neighborhood and Commercial Area Sewer Extension Programs is hereby increased to$900,000.The amount of$2,295,000 set aside as reserve for capacity upgrades is correspondingly reduced to$1,895,000.The appropriated total amount of$3,000,000 remains unchanged. SECTION 2: The funds collected to reimburse the City's costs as the sewer ca;:r_ections occur shall continue to be deposited into the Sanitary Sewer Fund to replenish the funds expended and serve as a funding source for sanitary sewer projects in FY 2000/01 and beyond. �- A/ PASSED: This v/ daMDA—1999.
