Resolution No. 98-60 • CITY OF TIGARD,OREGON • RESOLUTION NO.98- �p A RESOLUTION TO REMOVE THE"NO LEFT TURN"RESTRICTION FROM SOUTHIBOUND SW ROYALTY PARKWAY TO EASTBOUND SW NAE VE STREET IN CONJUNCTION WITH THE INSTALLATION OF A 4-WAY STOP AT THAT ' INTERSECTION. WIIyEREAS,the Engineering Department evaluated the need for a multiway stop at the intersection of SW Royalty parkway and Naeve Street in late 1997 and determined that the warrants were not met at that time;and WHEREAS,the Engineering staff in June 1998 re-evaluated the need for a;nultiway stop at the intersection based on warrants in accordance with the Manual on Uniform Traffic Control Devices (MUTCD;and WHEREAS,the traffic studies indicate that the 85th percentile speed is at approximately 36 miles per hour on SW Royalty Parkway;and WHEREAS,the predominant movement is still along Royalty Parkway with the traffic volumes approximately three times greater than the volumes on Naeve Street; and WHEREAS,there have not been any accidents reported at this intersection,and sight distances are sufficient even for the speed that vehicles are traveling up and down the hill;and WHEREAS,the findings of the traffic studies in June 1998 indicate that the multiway stop is still not warranted;and WHEREAS,there are other considerations that may be introduced for evaluation on a case-by-case basis;and WHEREAS, the City Engineer's assessment of this situation is that it would be prudent to install the multiway stop because of two reasons: the intersection as configured is skewed as it goes uphill forcing motorists on Naeve Street to turn at a more than 90-degree angle to look uphill for oncoming vehicles, and the natural tendency of vehicles is to speed up in that area—both on the on the downhill and uphill legs;and WHEREAS,the input from the major users of the area was overwhelmingly in favor of the 4-way stop installation;and WHEREAS,City Council has agreed that the"No Left Turn"restriction prohibiting left turns from southbound SW Royalty Parkway onto Naeve Street should be removed as part of the 4-way stop inst llation at that intersection;and RESOLUTION NO.98- D Page 1 WHEREAS,.he"no left turn"restriction was installed by Council Resolution No.94-22. NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: SECTION 1: City Council Resolution No.94-22 is hereby repealed and the"no left um"restriction described in the resolution shall be removed in conjunction with'_he installation of a 4- way stop at the intersection of SW Royalty Parkway and Naeve Street. SECTION 2: The Engineering staff is hereby directed to initiate action to install a 4-way stop at that intersection,and to remove the"no left turn"sign in conjunction with that installation. WHEREAS, the Comprehensive Plan Transporation Map provides for a con:iection between S.W. 109th Street and Royalty Parkway, a..d WHEREAS, in accordance with Tigard Municipal Code 10.32.010(7) the Tigard City Council may, by resolution, establish traffic controls which become effective upon the installation of appropriate signs, signals or other markings, and WHEREAS, the Tigard City Council deems it appropriate at this time to designate, a turn restriction at the. intersection of the connection street and S.W. Naeve Street. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: Section* 1 South-bound traffic on the connecting street shown as Note 10 on the Comprehensive Plan Transportation Map shall be prohibited from turning left onto S.W. Naeve Street. Section 2 City staff is directed to install appropriate.signage at the intersection to so designate the "No Left Turnts for south-bound traffic prior to opening the street connection to traffic.
