RESOLUTION NO.96.
A RESOLUTION CREATING A SOLID WASTE EFFICIENCIES TASK FORCE AND
} APPOINTING MEMBERS TO ASSESS SOLID WASTE HAULERS'EFFICIENCY SUGGESTIONS.
WHEREAS, the Tigard City Council solicited efficiency suggestions from the local franchised solid waste
haulers;and 5

WHEREAS, the Council determined it would be in the best interest of the City to have a review and
analysis of the suggestions to determine what rate and service impacts would occur if the suggestions were
implemented. x'
" NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The City of Tigard hereby creates the Solid Waste Efficiencies Task Force to review
and analyze the franchised haulers'efficiency suggestions and make recommendations
to the Tigard City Council regarding anticipated affects on solid waste rates and service
delivery if suggestion(s)were implemented. t

SECTION 2: The Task Force shall be composed of three voting members,who are hereby appointed
by the Council as follows: u
Councilor Robert Rohlf-Council Liaison to the Task Force; '
John L.Cook-Community Business Leader;and
Mike Leichner,Pride Disposal Company and Franchised Haulers'Representative.
The four non-voting mambers of the Task Force shall be: two City staff members,
Wayne Lowry,Finance Director and coordinator for the Task Force meetings,and
Loreen Mills,Senior Analyst;and the other two franchised haulers;namely,Tom
Miller,Miller's Sanitary Service;and Larry Schmidt,Schmidt's Sanitary Service.
The Franchised Haulers'Representative will cast his vote on issues,after determining g
what the majority of the franchised haulers'believe to be their position. Itis possible
that a majority vote may be accompanied by a minority vote report as well if the haulers
are unable to arrive at a unanimous position. 211

SECTION 3: The term of the appointments shall be for the duration of the Task Force activity.,The -'
Task Force shall complete its work by 0228/97. It shall provide a progress and status -Lt
report to the City Council no later than 12/17/96.
SECTION 4: The Task Force shall comply with all requirements of the Oregon Public Meetings Law, {
ORS 192.610-192.7 10.
SECTION 5: The Task Force is charged with the responsibility for the following:

Review the attached(Exhibit"A")compilation of hauler suggestions;
* Determine what the impact on rates and service delivery would be and share
Task Force concerns about any of the suggestions reviewed;and
k * Report to Council,for its consideration,the Task Force's findings and
( recommendations to achieve efficiencies in service delivery,while keeping !�
rates reasonable.

A. Change rental fee on Drop Boxes to a daily fee instead of a fee with a 48-hour
grace period.
B. Raise Compactor fees to cover recycling cost(as Washington County is
proposing).

b. `Lower commercial container rates to be revenue neutral.
