RESOLUTION NO_ 96-a A RESOLUTION - EXPRESSING THE CITY`S INTENT TO .DELAY PROCESSING
COMPREHENSIVE PLAN AMENDMENTS WITHIN THE AREA KNOWN AS T_HE TIG.ARD h
TRIANGLE UNTIL DECEMBER 31, 1996
WHEREAS, the City of Tigard has entered into a contract to complete a
:study within. the Tigard Triangle area by September 30, 1996, with
t adoption by December 31, 1996; 1
WHEREAS, the State Department of Land Use has requested that the City '' .
not. process new Comprehensive Plan Amendments in this area until the �.
study is complete; i�lc::

WHEREAS,. the City will therefore waive the requirements of Section
18.32.060 of the development code and applications will not be accepted z.
until after December 31, 1996; '

WH REAS; the City has notified all property owners within the Triangle '
that this action will occur; >t,,
NOW, THEREFORE,. BE IT RESOLVED by the T_iaard Citv Council that;
Sec _on'l: The City of Tigard hereby waives Section 18.32.060 of the W„
-City of Tigard Development Code and declares that
Comprehensive Plan Amendments within the area known as the �i
Tigard Triangle well not be accepted until after December

!j conxrtring planning issues in the area known as the Tigard Triangle. 1
The City Council has authorized the hiring of a consultant team to assist City staff in proceeding

with planning efforts in the Triangle As you knew,the Triangle has been the subject of many

them as necessary,review the information with property owners and residents,and propose a `
package of actions To implement the studies to the public,the Planning Comrm'ssion and City
Council.
The City has chosen the firm of Spencer&Kupper to assist in this effort Pending final
authorization by the City Council,the firm will begin their work at the end of April with a deadline of
September 30th for the preparation of a package of recommendations to go forward to the public
..hearing process.Throughout the spring and summer,a series of public outreach efforts will be i >,
conducted to gain information and keep you informed.Further information will be malted to you in

Because of the ongoing planning efforts and at the request of State agencies,the City will delay
a
processing comprehensive plan amendments in the Triangle until transportation and
' comprehensive plan maps have been updated.With the consultant's work finishing in September,
the public hearing process will be completed by December 31,1996. We will process any
comprehensive plan amendments that we have received after that date. gggg
City Council will be considering a Resolution that mem naltzes this actian on April 23,1996,at g
their regularly scheduled City Council meeting. if you have comments on this proposal,please SS
feet free to submit them in writing prior to that date and/or come to the meeting to give your
comments.
