Resolution No. 96-08 M maga. � CITY OF TIGARD,OREGON RESOLUTION NO. 96-09 A RESOLUTION OF THE TIGARD CITY COUNCIL DECLARING A STATE OF EMERGENCY AS A RESULT OF THE 02/06/96 STORM. WHEREAS,starting on February 6,1996,a flood hit the City of Tigard with water levels exceeding the 100-year floodplain levels;and i WHEREAS,in the City of Tigard there was numerous homes and apartments damaged, as well as E r personal vehicles;and $__ z WHEREAS,figures are still not available for the amount of loss caused by the flood;and WHEREAS,the City of Tigard has incurred,to date,over$100,000 for public property damage and emergency services expenses;and WHEREAS,Tigard activated its Operations EOC at 8:00 AM on Tuesday,02/06/96 and deployed all public works personnel and many law enforcement and community development personnel to meet the emergency;and WHEREAS,Tigard has committed all appropriate resources(personnel and equipment)since 02106/96 to attempt recovery from the flood;and WHEREAS, the City of Tigard wants to access County. State and Federal assistance for Publi Assistance Funds and provide financial relief for private property needs within the City and its water service area. The City also needs assistance in restoration of all public facilities at Cook Park(including restrooms,boat dock and ramp,picnic shelters,athletic fields&amenities,and the paths and roads for ' 2 pedestrian and vehicular traffic); road,bike and pedestrian pathways throughout the City; and debris ` removal and disposal. w NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that: t Section i° The President of the United States and the Oregon Governor have declared a disaster area for many counties within Oregon,including Washington County. The Tigard City Council declares a t State of Emergency in Tigard. Further,Tigard City Council is now requesting that Washington County 1 .include the City of Tigard,by direct designation,In its request to the Governor of Oregon for disaster . assistance as a result of the 02/06/96 food. } + ` Sectian 2: The Tigard City Council directs the Tigard Emergency Manager,Ed Wegner,to take any '.j and all steps authorized by law to coordinate management of this emergency including but not limited to .requesting approprata County,State,and Federal assistance. i' PASSED: This I=day of February,1996.
