A RESOLUTIONT TO ALLOCATE TFC-1 COSTS OF DEV.ELOPING TRF•
ivWOR STREIETS TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, the last levy will be collected under the second Major Streets Transportation
Improvement Program(MSTIP 2) in November, 1995; and
WHERnAS, :;,any roads and streets within the county still need improvements; and
VFxMR.EAS, the best Way to address the most pressing of these needs is a third iteration
of MSTIP(MSTIP 3);and
WHEREAS,if MSTIP 3 is successful at the polls,the program should bear the costs of its
developmerat,and ifnot successful,each jurisdiction that would have benefitted
should share in development costs by some fair formula;and
WHr;R.EAS, proportioning the shares of development;costs in accordance with jurisdiction
population in the 1999 census Would be a fair formula; now,therefore,
HE IT RESOLVED B-Y THE COUNCIL OF THE CITY OF TIGAIdD THAT:
The MSTIP 3 program should reimburse the County for the cost of program
development,but if the measure fails at the polls,that the City of Tigard shall
pay its fair share of those costs,proportioned by the 1990 census population
and estimated to be $18,744.
