Resolution No. 94-38 CITY OF TIGARD, OREGON RESOLUT2ON NO. 94- 39 IN THE MATTER OF THE CREATION OF R HOMELESS TASK FORCE FOR THE CITY OF TIGAARD WHEREAS, over the past several months the number of homeless citizens of Tigard has steadily increased; and WHEREAS, the activities of certain members o£ the homeless population have drawn attention to the plight of the homeless; and WHEREAS, local merchants and other concerned citizens have asked the City Council to take appropriate steps to address one gz:uwing issues related to the homeless situation; and WHEREAS, City staff have worked with social service agencies and others who provide services and resouzces to assist the homeless in a myriad of issues. NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council thato Section 1. The City of Tigard hereby creates the Homeless Task Force to work with local social service agencies, business people, and C:L-ty staff to prepare an action plan to address the needs of the homeless while respecting the a^hts of r =try owners and other Ci;-y residents. y,...� p ..p��..j ,.s Section 2. The Task Force shall be composed of five (h) to seven (7) individuals to be appointed by the City Council. The term of appointment shall be for the duration of the Task Force activity. Section 3. One member of the City Council shall be designated by the Mayor as the liaison to the Task Force. The Chief of Police, or his designee, shall serve as the staff resource and coordinator to the Task Force, and be notified of all committee meetings. Section 4. The Task Force shall be composed of representatives of social service agencies which provide service to the homeless; local business people; and citizens of Tigard. Residency in the City of Tigard is not a pre-requisite for membership on the committee. Section S. The Task Force shall comply with all requirements of the so-called Oregon Public Meetings Law, ORS 192.610 - 192.710. Section 6. The Task Force is charged with the responsibility of assessing the following; Extent of the hopeless issue in Tigard; RESOLUTION NO. 94- 39 Page 1 j LVEMEMEM Him ' = The deeds of Tigard's hoidaless; • The availability and need for shelters to house Tigard's homeless; • The availability and need for additional social services for the homeless; • Areas of conflict between Tigard's homeless and other segments of Tigard's population, including, but not limited to a) Property owners; b) Ownez—, oparato�s and .. ..l_1—oc _J- MW �nlnmornial business areas; C) Ussrs of City parks and open spaces; d) Neighborhoods. Section 7. The Task Force is charged with the responsibility of preparing, with the assistance of City staff, an action pian which identifies steps that the City should take to address the homeless issue. The action plan shad be presented to the City Council for its consideration. Section S. The Task Force shall complete its work by November 1, 1994.
