A RESOLUTION BETWEEN THE TIGARD CITY COUNCIL AND THE TIGARD POLICE
DEPARTMENT TO ENTER INTO A MUTUAL COMMITMENT TO ADOPT TEAM ORIENTED
POLICING (T.0.P.) AS A PHILOSOPHY, TO ENCOURAGE ACTIVE PARTICIPATION OF
ALL MEMBERS OF THE COMM ITITY TO ACCEPT THE SHARED RESPONSIBILITY FOR THE
LIVEABILITY AND SAFETY OF ALL CITIZENS OF TIGARD AND TO ENCOURAGE OPEN
COMMUNICATION AND COOPERATION OF ALL CITIZENS AND ALL CITY DEPARTMENTS
IN A PARTNERSHIP TO ACHIEVE THIS GOAL.
WHEREAS, crime and public safety issues are a shared responsibility
between the community and the police, the Tigard Police Department
strives to effectively address these issues though a partnership with
the community through Teal. Oriented Policing or, T.O.P. and
WHEREAS this shared partnership between the poli.ce and the community
through T.O.P. will increase communication and enhance our community's
liveability through the use of proactive problem-solving approaches to
our community's needs and
WHEREAS this partnership through T.O.P. strengthens the cooperation
between the Tigard police, other city departments and the community,
which encourages their active participation in addressing these
community concerns, issues and
WHEREAS through T.O.P. the Tigard Police Department is committed to
estabiis'riiiig azid a 'meaningful and productive partnership
with other city departments, social service agencies, other governmental
bodies, as well as with all citizens of the community to achieve a
mutually held goal of an increase in the safety and li.veabi.lity of all
members of our community.
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1: The Tigard City Council and the Tigard Police Department
enter into a mutual commitment to adopt Team Oriented

participation of all members of the community to accept
the shared responsibility for the liveability and safety
of all cit±zens of Tigard; to encourage open
communication and cooperation of all citizens and all
city departments in a partnership to achieve this goal.
