A RESOLUTION OF THE TIGARD CITY COUNCIL INCREASING SOLID�Y!ASTE RATES DUE TO
THE IMPLEMENTATION OF YARD DEBRIS AND SCRAP PAPER RECYCLING PROGRAMS AT
CURBSIDE AND SETTING RULES FOR A YARD DEBRIS EXEMPTION PROGRAM.
WHEREAS,the Oregon Department of Environmental Quality(DEQ) has required the City of Tigard
to provide curbside collection of yard debris between July 1,1994 and december 31,1994;and
WHERFLS,in reviewing,the recycling programs provided at curbside and respondicj foci
the Tigard City Council has determined that scrap paper should also be added to the curbside re-ycling
program at the same time as yard debris;and
WHEREAS,the implementation of both programs will reduce the amount of mixed solid waste generated
IN by residents,the Tigard City Council recognizes that many citizens could reduce the size of their mixed
waste can,thereby offsetting some of the cost of she recycling programs;and
WHEREAS,Tigard Municipal Code Section 11.04.090 provides that increases in charges to the solid
waste disposal franchises be adopted by resolution and be based upon the level of service required by
state and local laws and the cost of the service; and
WHEREAS, the Tigard City Council recognizes the need to encourage recycling for environmental
reasons as well as maintaining compliance with state law.
NOW,THEREFORE,BE IT RESOLVED by Ote Tigard City Council that:
Section 1: The Tigard City Council hereby approves an increase in the current garbage rates
to reflect the implementation of a yard debris and scrap paper recycling program
at curbside for cim inners. The rate adjustment,reflected in Exhibit
