Resolution No. 93-46 CITY OF TIGARD, OREGON RESOLUTION NO. 93--4(-/ 1 A RESOLUTION OF THE TIGARD CITY COUNCIL SUPPORTING APPLICATIONS FOR FEDERAL ASSISTANCE FOR CONSTRUCTING SIDEWALKS AND RELATED IMPROVEMENTS ON GRANT AVENUE, FOR MAKING EXTERIOR IMPROVZMENTS TO T-HE TIGARD SENIOR CENTER, AND FOR EXPANDING THE TIGARD YOUTH SERVICES CENTER WHEREAS, Grant Avenue east of Tigard Elementary School was constructed I without sidewalks; and WHEREAS, Grant Avenue is a walking route for children attending Tigard Elementary and Saint Anthony Schooie; and WHEREAS, the installation of a sidewalk and associated improvements along one side of this street would improve safety conditions for school children and other pedestrians; and WHEREAS, the Tigard Senior Center and the Tigard Youth Center are City- owned facilities that are the respective focal points of social services to the elderly and youth residing in the community; and WHEREAS, the addition of an accessible, raised bed planter area to the senior center would provide seniors a opportunity to engage in flower and vegetable gardening and would contribute to the beautification of the senior center; and WHEREAS, paving the lower-level senior center parking area would eliminate the problems of dust and hazardous walking conditions; and WHEREAS, the addition of group meeting rooaa to the Tigard Youth Service Center would provide space for groups and classes that currently are offered on a limited basis or not at all due to lack of space at the 1 center; and WHEREAS, the addition of a child day care room to the youth center would allow safe and affordable child care to be provided for teenage parents who are looking for work or involved in a job training program; and WHEREAS, improvements to the Grant Avenue, the Tigard Senior Center, and the Tigard Youth Services Center are defined in separate applications for federal Community Development Block Grant funds; WHEREAS, Washington County will receive an estimated one million dollars per year for the next three years, for which eleven cities and the county wi11 compete for the funding of various projects. RESOLUTION NO. 93 Page 1 E 6 NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that: Section 1: the City of Tigard, Oregon, based on the aforementioned considerations, hereby expresses its support for making improvements to Grant Avenue, the Tigard Senior Center, and the Tigard Youth services Center, and authorizes submiasion of applications for federal assistance.
