{ A RESOLUTION EXPRESSING INTENIT TO SOLICIT CONSENT TO ANNEX BY DOUBLE
MP.JORITY METHOD AN AREA OF UNINCORPORATED WASHINGTON COUNTY COMMONLY
'-KNOWN AS TT-3E "WALNUT ISLAND"
:.;IEREAS, the Tigard City Council has stated its desire to annex the
unincorporated area of Washington County known as the Walnut Island; and
WHEREAS, the double majority method, ORS 199.490(2)(a)(B), allows
annexation of a specified geographic area where there is consent from
both a majority of the registered voters and owners of a majority of the
real property within the specified area; and
WHEREAS, the double majority method of annexation is the preferred
method in the Walnut. Island area; and
WHEREAS, ORS 199.490(2)(b) requires that the City file a notice of
intent with the Boundary Commission before soliciting statements of
consent to annex; and
WHEREAS, it is in the best interest of the citizens of Tigard to
initiate annexation of this area
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council-that:
Section 1: the City of Tigard intends to solicit consent for
annexation of the area known as the Walnut Island,
described in exhibit A and shown in exhibits B and C,
using the double majority method.
Section 2: annexation intent maps and written description shall be
filed with the Portland Metropolitan Area Local
Government Boundary Commission pursuant to ORS
199.490(2)(b) for the geographic area contiguous to the
City of Tigard, described in exhibit A and shown on maps
identified as exhibit B and C.

EXHIBIT A
Description of double majority intent area
The area of intent is an island of unincorporated Washington County
surrounded by the City of Tigard. The boundary is irregular but
generally south of S.W. Walnut Street, east of S.W. 132 Avenue,
^--t of Paoific Highway, and, except for a small area between 114th
and 121st Avenues, north of S.W. Gaarde Street.
