Resolution No. 93-01 0 e CITY OF TIGARD, OREGON RESOLUTION NO. 93- e A RESOLUTION OF THE TIGARD CITY COUNCIL CALLING FOR AN ELECTION TO BE e HELD 01: MARCH 23, 1-993, IN CONJUNCTION WITH THE SPECIAL COUNTY-WIDE ELECTION, FOR THE PURPOSE OF SUBMITTING TO THE REGISTERED, QUALIFIED VOTERS OF THE CITY OF TIGARD THE QUESTION OF ISSUING GENERAL OBLIGATION BONDS TO PURCHASE, RENOVATE AND EQUIP A COMMUNITY CENTER WHEREAS, the City Council reviewed a proposal recommended by a non- profit, citizen-based organization for p'='"chasing; renovating, and equipping a community center; and WHEREAS, it was proposed that the City issue general obligation bonds for the aforementioned purpose; and y® WHEREAS, a public hearing was held on January 5, 1993, to hear public comment on the feasibility and support for referring this issue to the voters for their authorization; and WHEREAS, the City Council of the City of Tigard, has determined that the question of issuing general obligation bonds for the purpose of purchasing, renovating, and equipping a community center should be 1 referred to the voters of the City; NOW, THEREFORE, BE IT RESOLVED by the Tigard City Coon.--il that: i Section 1: An election is to be held in the City of Tigard on the 23rd i day of March, 1993. Said election is to be conducted by mail as established by the Washington County Elections Department. Section 2: The ballot title, as set forth in Exhibit A attached hereto, is hereby approved and shall be printed upon the official ballot . Section 3: The City Recorder is hereby authorized and directed to certify in the manner provided for by lam: to the Elections Director of Washington County, Oregon, the aforementioned measure for inclusion as part of the regular ballots to be prepared by the Elections Director for voting within all precincts of the City of Tigard at the special election on March 23, 1993. Section 4: The City Recorder of the City of Tigard is hereby ordered and directed to post notices of said election in one place in each voting precinct of the City. These notices shall be posted at least ten (10) days before the date set for the election. The City Recorder shall give additional notice of aforesaid City election by publication in the Tigard Times, being a newspaper of general circulation in the City of Tigard, Oregon, once each week for two consecutive weeks, the first publication to be not less than ten (10) days before the election: The notice shall contain the ballot title under which the question will appear on the ballot and shall advise that the election will be ` conducted by sail. RESOLUTION NO. 93-�I Page 2 C EXHIBIT A BALLOT TITLE FOR BOND MEASURE CAPTION: AUTHORIZES TIGA" TO ISSUE GENERAL OBLIGATION BONDS FOR COMMUNITY CENTS; QUESTION: Shall City of Tigard issue up to $660,000 general obligation bonds to purchase, renovate and equip a Community Center? Xf the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of section llb, Article XI of the Oregon Constitiatlon. SUMMARY: Tigard is seeking voter approval to issue general obligation bonds. The bonds will mature within 10 years. The bond proceeds will be used to buy and renovate the Commercial Street fire station for use as a community center. Bond proceeds will also provide funds to equip the center. Some proposed uses for a Community Center are: • Meeting space for nonprofit and service groups. • Public rental for social events. Educational and recreational programs. Limited office space available for use by nonprofit groups. i
