RESOLUTION NO. 92- 3a
IN THE MATTER OF ACCEPTING MEMBERSHIP INTO THE WASHINGTON COUNTY
CONSOLIDATED COMMUNICATIONS AGENCY OF THE RURAL FIRE PROTECTION
DISTRICTS OF TRI-CITIES, GASTON, CORNELIUS, FOREST GROVE AND THE CITY OF
FOREST GROVE; AND AUTHORIZING A LETTER OF UNDERSTANDING AND AN AMENDMENT
TO THE INTERGOVERNMENTAL AGREEMENT TO FACILITATE THE NEST MEMBERSHIP.
WHEREAS, this matter came before the Tigard City Council, acting as the +_
governing body of City of Tigard, at its regular meeting of July 14,
1992; and
WHEREAS, it appearing to the Tigard City Council that it is a
participating jurisdiction in the Washington County Consolidated
Communications Agency ("Agency") , an organization created by
intergovernmental agreement ("Intergovernmental Agreement") and pursuant
to ORS 190.010, for purposes of performing functions of a 9-1-1 public
safety answering point and initiating appropriate response; and
WHEREAS, it appearing to the Tigard City Council that the rural fire
protection agencies of Tri-Cities, Gaston, Cornelius, Forest Grove and
the City of Forest Grove have requires membership in the Agency; and
pursuant to paragraph 9 of the Intergovernmental Agreement, increased
membership in the Agency requested unanimous approval of all Agency
participating jurisdictions; and
WHEREAS, it appearing to the City Council that the Intergovernmental
Agreement should be amended to facilitate the proposed increase in
membership and further that there be a letter of agreement among the
Agency's participating jurisdictions allowing for new member
representation on the Agency's Executive Board for an interim period of
50 days; now therefore it is
RESOLVED AND ORDERED that the Tigard City Council hereby approves,
effective July 1, 1992, an increase in the Washington County
Consolidated Communications Agency participating jurisdiction membership
to include rural fire protection districts of Tri-Cities, Gaston,
Cornelius, Forest Grove and the City Of Forest Grove; and it is further
RESOLVED AND ORDERED that the Tigard City Council authorizes an
amendment to the intergovernmental agreement forming the Agency, for
purposes of facilitating the increased membership and specifically
acknowledging the City of Forest Grove and the Forest Grove Rural Fire
Protection District shared representative on the Agency's Board and User
Committee; and the City of Forest Grove's continuing 9-1-1 public safety
answering and police dispatching; and it is further

RESOLVED AND ORDERED that there be a letter of agreement authorizing the
new members to appoint one representative as a voting member on the
Agency's Executive Committee for a period of 60 days from the effective
date of their membership.
