A RESOLUTION OF THE TIGARD CITY COUNCIL INCREASING GARBAGE RATES DUE TO DISPOSAL SiTE
FEE INCREASES AND ADDING RATES TO ENCOURA0E RECYCLING.
WHEREAS,the Metropolitan Service District(METRO)has announced solid waste disposal fee increases at dump
sites of$7.00 per ton effective July 1, 1992;and,
WHEREAS, TMC Section 11.04.090.0 provides that increases in charges to the solid waste disposal franchises for disposal site fees imposed by governmental agencies may be included in consumer rates established by
resolution provided they are evenly distributed amount the rates;and,
WHEREAS,the recommended rates will result in increases of$.55 par can per month of residential accounts,$3.12
per yard of loose material,and$9.36 per yard of compacted material;and,
WHEREAS,the City Council recognizes the need for prompt action to ensure a timely pass through of the METRO
imposed operating cost increase;and,
WHEREAS,the Tigard City Council recognizes the need to encourage recycling for environmental reasons as well
as maintaining compliance with state law;and
WHEREAS,the City has received numerous requests by citizens for the creation of a mini-can rate to recognize
those citizens who have successfully reduced the amount of garbage generated in their homes by reducing,reusing
and recycling on a daily basis.
NOW, THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The Tigard City Council hereby approves an increase in the current garbage rates to
reflect a complete pass through of increased METRO garbage disposal site fees as well
as modifying the rate structure to encourage and recognize the recycling efforts of Tigard
citizens. The rate adjustment, attached as Exh!bit A",shall be effective throughout the
City of Tigard on July 1, 1992.
