RESOLUTION NO, 91-_70
A RESOLUTION INDICATING THE PA12TICSPATION OF THE CITY OF TIGARD IN THE
FORUM ON COOPERATIVE URBAN SERVICES AND OTHER 14ATTERS RELATING THERETO
WHEREAS, eigkity—nine appointed and elected local government officials
met in February, 1991, at the first Forum on Cooperative Urban Services,
also kno m as FOCUS; and
WHEREAS, the participants of FOCUS identified the need for an ongoing
mechanism to encourage discussion among local government officials in
the region regarding ways to cooperate further in the effective delivery
of services in the region; and
WHEREAS, the XPtro Area Managers' group developed a proposal to form an
association of local governments in the region whose primary purpose is
to foster cooperation and communication among local governments in the
region; and
WHEREAS, two zdditional meetings of local officials were held in May and
August of 1991 to discuss the proposal; and
WHEREAS, the City of Tigard recognizes the need to participate with the
other local governments in the region in discussing matters of common
concern and in identifying ways to cooperate further in p_oviding urban
services;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1: The City of Tigard will participate in the formation of
the association known as the Forum on Cooperative Urban
Services (FOCUS) _
Section 2: The City of Tigard agrees to pay the membership fee
specified in Article VII, Section 1, of the proposed
bylaws equal to five times the base fee for the Farum on
Cooperative Urban Services, if the fee for the first year
is no more than $250.

Section 3: The City of Tigard hereby appoints (7 -5e C�6>Po-,r-{e d)

Patrick J. Reilly (chief administrative officer) to be
its initial representatives at the first general
membership meeting of the Forum. on Cooperative Urban
Services (FOCUS).
