SoppCRT OF THE TIGARD SGML DISTRICT 23J BOARD'S POSITION ON CLASS SIZE: AS A
MANDATORY COLLECTIVE BAMAZNDG SUBJECT
SFAS, the Tigard School District Board (Board) met with the Tigard Pity
Cmumcil (Council) on October 16, 1989; and
WHEREAS, the Board advised Cok=il of the status of their collective bargaining
with. the Tigard -Mian Association; and
WfLEPXAS, the Board rxru�i a recent m1ployee Relations Board (ERB) edict
determining class size was a _narxiatory bargaining subject because of its
relationsr p to Lorkload issues; and
VVazMS, the ERB ruling represents that if a proposal touches on a mandatory
eject at all, no matter bow insignificantly, it mist be bargained; and
VEIEREAS, it has been recognized by the Board and Council that this LpB decision
may significantly amt ct City goverrmIer-es in future collective bargaining
endeavors; and
WHEREAS, the Tigard City Council joins with the Tigard School Board in their
concern over thiG recent ERB derision due to the present-setting, i1knlications
Of the ruling which also appears to be a significant variation frcm past ERB
deteNaq,xminatic:as.

Section l: The Tigard City Cc rncil respectfully l ly reques-ts the League of or
Cities to formally lodge their concern with the Employee Relations
Board over the potential implications of class size being linked to
workload 3-�- which must be bargained.
Section 2: T?je Tigard City Coil respectfully requests the Ijo—, of Oregon
Cities to submit a request for clarification of intent of the
Enployee Relations Board ruling with regard to city service issues
as t1le_v may relate to workload.
